It is submitted that industry was issued show cause notice for refusal of consent to operate under the Air (Prevention & Control of Pollution) Act, 1981 with an opportunity of personal hearing before the Senior Environmental Engineer, Zonal Office-I, Ludhiana on 03.07.2024 in which following decisions were taken that :-
1. The industry shall discharge only domestic effluent onto land for plantation through septic tank.
2. The industry shall ensure that there is no stagnation in plantation area in future.
3. The industry shall provide adequate arrangements for control of process emissions.
4. Environmental Engineer, Regional Office shall verify submissions made by the industry and submit recommendations accordingly. He shall also give his comments on the requirement of APCD and analysis of air emissions.
To verify the compliance of the decisions of above said personal hearing , the industry was visited by the undersigned on 16.07.2024 and observed as under:-
1. The industry is discharging only domestic effluent onto land for plantation through septic tank.
2. No stagnation observed in plantation area due to discharge of treated domestic effluent.
3. The industry has provided powder recovery units with its powder coating booths with adequate stack heights.
4. The industry has already been provided the powder recovery units with its powder coating booths with adequate stack heights and adequate stack height with its diesel fired baking oven. In such types of tiny industries analysis of air emissions are not being carried out by the board.
Keeping in view of the above, it is recommended that consent to operate under the Air (Prevention & Control of Pollution) Act, 1981 may be granted to the industry upto 30.06.2027 with usual conditions and with the special condition that the industry shall apply for consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 within 07 days.
