File Note: It is submitted that the industry was granted consent to operate under the Water Act, 1974 vide no. CTOW/Varied/LDH1/2023/22130638 dated 20/06/2023 and under the Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Varied/LDH1/2023/22130646 dated 20/06/2023 both valid upto 30/06/2024 for the manufacturing of Bicycle Rims @ 2500 Numbers/Day. Further, in reference to the letter dated 15.12.2023 submitted by the industry regarding disposing off DG sets of capacity 437.5 KVA & 62.5 KVA and installation of new DG set of capacity 625 KVA, this office had requested the industry to apply for obtaining varied 'Consent to Operate' under the Air (Prevention & Control of Pollution) Act, 1981. Now, the subject cited industry has applied for obtaining varied consent to operate under the Water Act, 1974 and Air Act, 1981 with requisite documents as Medium scale. The industry has deposited consent fee against the un-depreciated fixed assets of Rs. 1268.98 lacs as on 31.03.2023 as per CA certificate dated 21.05.2024, which is adequate upto 30/04/2029 under Water Act, 1974 and Air Act, 1981, as per Board's Office Order dated 29/10/2018 after deducting penalty charges. The industry was visited by the AEE of this office on 16.07.2024 and it was observed as under: 1. The industry was in operation during visit & engaged in manufacturing of leaf spring. 2. The industry has not generated any trade effluent only domestic effluent is being discharged into sewer. 3. The industry has installed 3 no. FO based hardening furnaces with adequate stack heights. 4. The industry has installed 2 no. FO based tempering furnaces of capacity 25 MTD with adequate stack heights. 5. The industry has installed 1 no. electric shot blast machine with adequate stack and inbuilt bag filter house as APCD. 6. The industry has installed 1 no. LPG based parabolic end heating furnace of capacity 25 MTD with adequate stack height. 7. The industry has installed 1 no. LPG based thermopack of capacity 25 MTD with adequate stack height. 8. The industry has installed 1 no. electric paint booth with water curtain as APCD and adequate stack height. 9. It has installed 2 no. LPG based eye rolling end heating furnaces of capacity 25 MTD each with adequate stack heights. 10. The industry has installed 1no. DG set of capacity 625 KVA, equipped with canopy and adequate stack height. 11. The industry has changed its scale from small to medium and installed shot blasting machine. So, it has applied varied 'Consent to Operate' under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981. In the subject cited case, the industry has mentioned ground water extraction @ 31 KLD. Considering 25 working days per month, ground water extraction will be 775 KL/month, which is more than 300 KL/month. The industry has already obtained permission for ground water extraction from PWRDA. It is therefore recommended that 'consent to operate' under the Air (Prevention & Control of Pollution) Act, 1981 may be granted upto 31/03/2029 with suitable conditions as per policy of the Board.
