The industry was granted consents to operate under the Water Act, 1974 & Air Act, 1981 vide no. CTOW/Renewal/BTI/2020/13039418 & CTOA/Renewal/BTI/2020/13039302 dt. 08.07.2020, valid upto 30.09.2024 for operation of rice sheller unit of capacity Raw Rice @ 5 TPH with dryer, subject to the conditions mentioned therein.
Now, the industry has applied for varied consents to operate under the Water Act, 1974 and Air Act, 1981 through OCMMS for operation of rice sheller unit to produce Raw rice / sorted rice @ 5 TPH with dryer under orange category. The details of the case is as under: -
The industry has deposited Rs. 44100/- vide UTR No. N184243125017042 dt. 03.07.2024 and Rs. 44100/- vide UTR No. N185243126646335 dated 03.07.2024, which is adequate upto 31.12.2029 as per the Board's office order dated 29.10.2018 against fixed assets of Rs. 113.32 lacs as per the CA certificate dated 02.07.2024 (same as previous CA).
The industry has deposited consent fee of 5.25 years, however the fee has not been linked with the auto renewal applications as the system takes only multiples of consent fee applicable. So, the industry has applied varied consents instead of auto renewal.
The has also submitted compliance of previous consent condition.
And, as per circular no. CEE (HQ)/F.No./957/2016/59 dated 02/02/2016, the case for renewal of NOC/Consent to operate for Orange & Green category industries is to be processed based on self-certification submitted by the industry to the effect that it is complying with the provisions of the Water (Prevention & Control of Pollution) Act, 1974 & the Air (Prevention & Control of Pollution) Act, 1981, as such, the rice mill covers under orange category.
The industry is complying with the provisions of the Water Act, 1974 & Air Act, 1981 as well as code of practice prescribed by the Govt. vide order dt. 15.10.2013.
Keeping in view of above, it is recommended that consents to operate under the Water Act, 1974 & Air Act, 1981 may be granted to the industry for operation of rice sheller unit of capacity 5 TPH of Raw rice / sorted rice with dryer in the existing premises for a period upto 30.09.2029, subject to the suitable conditions along with special condition that
1. The rice sheller will get its air emission sample analyzed by Board's lab/Board's approved lab in coming paddy season.
2. The industry will discharge only treated domestic effluent onto land for plantation / green belt.
3. The industry shall not increase its existing land area without prior permission of the Board.
4. The industry shall not increase its production capacity without the prior written permission/NOC of the Board.
5. The industry shall comply with the code of practice notified by the Govt. of Punjab, Department of Science, Technology & Environment vide order dated 15.10.2013
