It is submitted that earlier the industry was granted consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Renewal/LDH4/2022/18555731 dated 18/10/2022, upto 31/03/2025 and under the Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Renewal/LDH4/2022/19753736 dated 18/10/2022, upto 31/03/2025 for production Bicycle, E-Bicycle, Medical Accessories (like wheel chair) and Bicycle parts (like fork and frame) @ 3000 numbers/day with certain conditions.
Thereafter, the industry had applied for varied consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 through Invest Punjab Business First Portal and same were processed. The Environmental Engineer (PBIP) has returned the application due to following reasons that:
1. Earlier, the industry was granted consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Renewal/LDH4/2022/18555731 dated 18/10/2022, upto 31/03/2025 and under the Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Renewal/LDH4/2022/19753736 dated 18/10/2022, upto 31/03/2025 for production Bicycle, E-Bicycle, Medical Accessories (like wheel chair) and Bicycle parts (like fork and frame) @ 3000 numbers/day.
2. Now, the industry has applied for varied consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and under the Air (Prevention & Control of Pollution) Act, 1981 for production of Bicycle, Electric Scooter, Medical Accessories (like wheel chair) and Bicycle parts (like fork and frame) @ 3000 Numbers/day with no change in effluent & emission generation/ control details. There is no change in water consumption, wastewater generation, treatment & disposal details and no additional point/ non-point source of air pollution or fuel consumption in existing boiler/ furnaces, the only difference is that the word E-bicycle is changed to Electric Scooter in the product details though the production capacity remains the same at 3000 Numbers/ day.
3. Therefore, it is not suited to be counted as a varied application and the unit is required to apply for renewal of consents instead. Thus, the above application is hereby returned in original with a request to resubmit the renewal of consent to operate under the both Acts.
Now, the industry has applied for renewal of consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and under the Air (Prevention & Control of Pollution) Act, 1981 for production of Bicycle, Electric Scooter, Medical Accessories (like wheel chair) and Bicycle parts (like fork and frame) @ 3000 Numbers/day through OCMMS on 16.07.2024.
The industry has also submitted request letter which is reproduced as under:-

Now, we have applied for renewal of consent to operate under the Water Act, 1974 & under the Air Act, 1981 with same raw material and production quantity and there is only amend E-Bicycle to Electric Scooter product name with same capacity. Our unit has neither changed in water consumption, wastewater generation, treatment & disposal details nor additional point/ non-point source of air pollution or fuel consumption in existing boiler/ furnaces.
We are requesting to you kindly consider us our request & amend our production name in the certificate and grant us consent to operate for further period at earliest.
The industry has already deposited consent fee Rs. 3,17,300/- vide UTR No. SBINR12022032975139065 dated 29.03.2022 & Rs. 1,53,100/- vide R.No. 241723913 dated 31.08.2022 under the Water Act, 1974 and and Rs. 3,17,300/- vide UTR No. SBINR12022042680332328 dated 29.03.2022 & Rs. 2,10,700/- vide R.No. 526899731 dated 31.08.2022 under the Air Act, 1981, which is adequate upto 31.03.2025.
Now, the industry has deposited additional consent fee of Rs. 7,20,500/- vide R.No. 202359996 dated 22.06.2024 under the Water Act, 1974 and Rs. 7,20,500/- vide R.No. 798755594 dated 22.06.2024 under the Air Act, 1974 against the gross value of fixed asset Rs. 11337.78 Lacs and plant & machinery Rs. 5611.44 Lacs as on 31.03.2023. The consent fee is adequate upto 31.03.2029.
Accordingly, the industry was visited by AEE of this office on 25.06.2024 and it was observed as under:-
1. The industry was in operation during the visit and engaged in assembling and manufacturing of bicycles, electric scooter and Medical Accessories (like wheel chair).
2. The major manufacturing process of the industry is as under:- Raw material, Tube Preparation (Machining), Welding, Phosphating and degreasing, Powder coating/Painting, Finishing, Assembly, Packing.
3. The industry has adopted ZLD technology w.e.f 20.08.2018. The industry has installed ETP for the treatment of trade effluent based on physico- chemical treatment followed by ultra filtration and three stage RO plant and MEE.
4. The RO permeate from all 03 RO plants are being reused in the process. The RO reject is sent to MEE for treatment.
5. The MEE condensate is also used in the process & MEE concentrate is dried to get powder which is sent to TSDF as hazardous waste.
6. The industry has provided flow meter at the RO inlet, RO permeate, MEE condensate line. The industry has maintained daily record of the fresh water consumption, effluent reused into process after RO and MEE.
7. The water auditing and water balancing of industry was conducted and fresh water consumption, discharge from ETP and RO permeate, Reuse, Discharge of STP outlet was found in consonance. The industry has maintained proper record regarding the same.
8. The industry has installed STP for the treatment of domestic effluent. The treated effluent is being discharged for plantation/irrigation in approx. 03 acre land.
9. The effluent sample was collected by this office on 26.07.2023 from RO permeate & MEE condensate and as per analysis report received from Zonal Lab, Ludhiana vide letter endst no. 437-439 dated 08.08.2023, as per analysis report RO permeate parameter are pH=7.6, TSS=BDL, TDS=385 mg/l, Oil & Grease=BDL, Sulphates=11 mg/l, phosphate=BDL, chloride=14 mg/l, Iron=0.18 mg/l, Zinc=BDL, Nickel=BDL, Total Chrome=BDL and Hexa Chrome=BDL and as per analysis report MEE condensate parameter are pH=7.4, TSS=BDL, TDS=248 mg/l & Oil & Grease=BDL, Sulphates=11 mg/l, phosphate=BDL, Chloride=18 mg/l. All the parameters are within prescribed permissible limits of the Board.
10. The effluent sample was collected on 26.07.2023 from outlet of the STP. The analysis report has been received from the Water & Air Lab., Ludhiana vide letter endst no. 437-39 dated 08.08.2023, as per analysis report outlet parameter are pH=7.5, TSS=32 mg/l, TDS=502 mg/l, COD=168 mg/l, BOD=37 mg/l, Oil & Grease=BDL. All the parameters are within prescribed permissible limits of the Board.
11. The industry has installed one powder coating section attached with dust collector & bag filter as APCD. The industry has also installed 04 paint sections with water curtain & filter as APCD. The industry has 04 baking ovens (02 LPG fired & 02 HSD fired ovens) and one phosphating section.
12. The industry has installed 02 DG sets of capacities 1000 KVA each and one DG set of capacity 500 KVA with common stack height, which are kept in acoustic enclosure.
13. The industry has installed CCTV cameras for monitoring of ETP & APCD.
14. There is only change in the name of product from E-Bicycle to Electric Scooter with its capacity remaining same vis-à-vis the pollution load has also remained the same.
In view of above, it is recommended that consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and under the Air (Prevention & Control of Pollution) Act, 1981 may be granted upto 31.03.2029 with suitable conditions as per the board’s policy.
