File Note: The HCF has granted autorenewal authorization under BMW Rules, 2016 vide no. BMW/Renewal/BTI/2024/25209271 dated 09.05.2024 for capacity 10 beds, which was valid upto 09.05.2029. Now, the hospital has applied for fresh consents to operate under the Water Act, 1974 and Air Act, 1981 for operation of health care facility of bed capacity 10 beds along with consent fee of Rs. 7000/- through online vide UTR no. 681416991 dated 26.06.2024 under Air Act, 1981 of Rs. 7000/- through online vide UTR no. 237831335 dated 26.06.2024 under Water Act, 1974, which make it adequate upto 30.06.2029 under both the acts. The HCF has submitted copy of an agreement of 10 beds executed with common facility of M/s Med Waste Solutions Pvt. Ltd., Bidowali authorized by the Board for Non-Bedded wherein MEM has under taken the liability of collection, transportation and treatment / disposal of Bio-Medical Waste generating from the hospital. The agreement is valid upto 30.06.2025. The HCF has submitted the certificate from Municipal Corporation, Bathinda vide no. 512/MTP dated 17.07.2024 on the name of Smt. Dr. Minakshi Markan w/o Sh. Dr. Yuvraj Markan, SCO No. 48 and 49, Power House Road, Bathinda, which is as under- ਇਸ ਪੱਤਰ ਰਾਹੀਂ ਸੂਚਿਤ ਕੀਤਾ ਜਾਂਦਾ ਹੈ ਕਿ ਬਿਲਡਿੰਗ ਐਸ.ਸੀ.ਓ ਨੰਬਰ 48 ਅਤੇ 49 ਪੁੱਡਾ ਕੰਪਲੈਕਸ ਪਾਵਰ ਹਾਉਸ ਰੋਡ ਬਠਿੰਡਾ ਦਾ ਨਕਸ਼ਾ ਨੰਬਰ 658 ਅਤੇ 659 ਮਿਤੀ 22.02.2019 ਕਾਰੋਬਾਰੀ ਮੰਤਵ ਵਾਸਤੇ ਕੰਪੀਟੈਂਟ ਅਥਾਰਟੀ ਪੰਜਾਬ ਅਰਬਨ ਪਲੈਨਿੰਗ ਅਤੇ ਵਿਕਾਸ ਅਥਾਰਟੀ ਬਠਿੰਡਾ ਵੱਲੋਂ ਪ੍ਰਵਾਨ ਕੀਤਾ ਹੋਇਆ ਹੈ ਅਤੇ ਆਪ ਵੱਲੋਂ ਇਸ ਵਿੱਚ ਹਸਪਤਾਲ ਚਲਾਇਆ ਜਾ ਰਿਹਾ ਹੈ। ਜਿਸ ਦੇ ਨਿਯਮ ਕਾਰੋਬਾਰੀ ਦੇ ਵਾਗ ਸੇਮ ਹਨ। ਜੇਕਰ ਆਪ ਪ੍ਰਦੂਸ਼ਣ ਵਿਭਾਗ ਪਾਸੋਂ ਐਨ.ਓ.ਸੀ. ਪ੍ਰਾਪਤ ਕਰਦੇ ਹੋ ਤਾਂ ਇਸ ਦਫਤਰ ਨੂੰ ਕੋਈ ਇਤਰਾਜ ਨਹੀਂ ਹੋਵੇਗਾ। The hospital was lastly visited by the AEE of this office on 18.07.2024 and it was observed as under: 1. The hospital in operation during visit with the present bed capacity of the hospital @ 10 numbers. 2. The hospital is generating bio medical waste of categories Yellow, Blue, White (Translucent), Red of the Bio Medical Waste Management Rules, 2016. 3. The hospital is segregating Bio-Medical Waste being generated by its category wise at the point of their generation as per colour coding, collected in polythene / puncture proof bags, which are placed in plastic containers. 4. The hospital is cutting catheters/tubing to avoid its reuse. 5. The hospital has provided shredders/ cutters for shredding of used needles and same were found in working condition. 6. Non-Polychlorinated bags, were used at all Bio Medical waste generation points & bar code stickers are pasted on these bags before lifting them off to the CBMWTF. 7. The hospital has made provision for treatment/ disinfection of liquid Bio waste category and sharps with 1% sodium hypochlorite solution. 8. The hospital has stored glass (broken / unbroken) in a cardboard box with blue colour marking on it. 9. The hospital has provided Final storage room for storage of bio medical waste, which is safe, pucca and with lock & key arrangement systems. 10. The hospital has maintained the record of Bio-Medical Waste Category wise in Annotated form, being lifted by the CBMWTF. 11. The hospital is not mixing its BMW with the municipal solid waste. The Board vide order No./379 dated 23.10.2023 has decided that the HCF upto 30 bed capacity which are discharging their liquid waste into public sewer and operating within MC limit of town where terminal STP have been installed shall be granted consent to operate as well as authorization without installation of individual ETP as an interim arrangement subject to the condition that HCF shall ensure to comply with the effluent standards as notified by Ministry of Environment, Forest and Climate Change under the Bio Medical Waste Management Rules, 2016 as amended upto dated and subsequent amendments if any. In the present case, the HCF has bed capacity of 10 no., further; the HCF is disposing effluent into MC Sewer, which is connected with terminal STP. The hospital is complying with the provisions of the Biomedical Waste (Management) Rules, 2016 as well as provisions of Water Act, 1974 and Air Act, 1981. Keeping in view of above, it is recommended that consents to operate under the Water Act, 1974 & Air Act, 1981 may be granted to the hospital for operation of hospital of 10 beds capacity for a period upto 30.06.2029, subject to conditions as per policy of the Board alongwith special conditions as follows: 1. The HCF shall get the validity of agreement made with Common Bio Medical Waste Treatment Facility extended well before its expiry and submit the same to the Board. 2. The HCF shall comply with the provisions of Bio Medical Waste Management Rules, 2016 all the time. 3. The HCF shall comply with the provisions of the Water Act, 1974 & Air Act, 1981 all the time. 4. The HCF shall ensure to comply with the effluent standards as notified by Ministry of Environment, Forest and Climate Change under the Bio Medical Waste Management Rules, 2016 as amended upto date and subsequent amendments if any.
