In view of note and recommendations of AEE/EE RO FGS, In view of the facts mentioned in the agenda note of AEE and the legal opinion given by the Senior Law Officer of the Board may if approved
a. The directions earlier issued to the industry u/s 5 of Environment (Protection) Act, 1986 vide no. 897 dated 27/03/2023 be dropped and PSPCL were directed to defer the directions issued under said Act vide no. 899-900 dated 27/03/2023.
b. the varied consent to operate under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 may be granted upto 30/09/2024 (adequacy of consent fee) for the manufacturing of ERW Pipe @ 50 MTD and MS Billet/HR Coil @ 114 MTD with suitable conditions and following special conditions:
a) The industry shall ensure that the annual production capacity of the unit shall not exceed more than 60,000 TPA. If it increases more than 60,000 TPA, then the industry is liable to obtain clearance under EIA notification dated 14/9/2006.
b) The industry shall submit the feasibility report for installation of system to control secondary emissions from induction furnaces within 1 month and shall install the system to control the secondary emissions within 03 months after obtaining the feasibility report of secondary emission containing system from the PSCST, Chandigarh.
c) The industry shall obtain permission for abstraction of ground water from Punjab Water Regulation and Development Authority (PWRDA) and shall submit the same within 01 month.
d) The industry shall obtain NOC of the Board, if it changes any of its product or raw material or enhances its production capacity in future.
e) The industry shall not generate and discharge any kind of trade effluent and shall not start wet process in its premises without prior written permission of the Board.
f) The industry will operate & maintain its air pollution control device (APCD), regularly and efficiently, so as to achieve the stack emission standards, consistently as prescribed by the Board/ MoEF&CC as amended from time to time.
g) The industry shall comply with the SOPs framed by the PSCST, Chandigarh to operate APCD at all the time.
h) The industry shall use good quality scrap with proper size as raw material at all the times.
i) The industry shall ensure that no black smoke should be emitted from the stack of the industry at any time.
