It is intimated the HCF is a 15 bedded hospital and has applied for fresh Consent to Operate under the Water Act, 1974 Air Act, 1981. The HCF has also obtained authorization under Bio Medical Waste (Management & Handling) Rules, 2016 vide no. BMW/Renewal/LDH3/2024/26190016 dated 09.07.2024, which is valid for a period upto 09.07.2027.
The applications of the HCF were scrutinized and it was found that the HCF has submitted all the required documents such as Rent Deed, analysis report of effluent sample from SIMA Labs, self-declaration regarding ned capacity, agreement with CBWTF, sewerage bills of MCL etc.
The HCF has also deposited CTO fee amounting Rs. 12,000/- vide UTR no. N170243101239495 dated 18.06.2024 under Water Act, 1974 and Rs. 10,000/- vide UTR no. N170243101243080 dated 18.06.2024 under Air Act, 1981, which are adequate upto 31.03.2027.
As per the contents of the application, the details of the HCF is reproduced as under:
1. The HCF has 15 beds in its premises with OT and lab facility and the site of HCF falls within MC limits of Ludhiana.
2. The HCF has installed 01 D.G sets of capacity 40 KVA equipped with canopy and adequate stack height.
3. The HCF has also maintained the record of water meter of ETP-cum-STP as well as lifting record of Bio-Medical Waste to CBWTF.
4. The HCF has signed MOU with M/s Medicare Environmental Management Pvt. Ltd., Opp. Central Jail, Tajpur Road, Ludhiana, which is valid upto 31.03.2029 for 15 beds submitted alongwith the applications.
The HCF has also submitted an undertaking that the entire Bio-Medical Waste is lifted by CBWTF except liquid waste and that is being pretreated with (1-2)% Sodium Hypochlorite Solution and then is finally discharged into sewer. The site of HCF falls within MC limits of Ludhiana city and is connected to the terminal STP as per the sewer bills submitted by the HCF. The HCF has also submitted analysis report of the effluent samples from the treated liquid waste generated from the Hospital alongwith the application.
Now, as per the Board’s notification no. 379 dated 27.10.2023, the HCFs upto 30 bed capacity which are discharging their liquid waste into public sewer and operating within MC limits of towns, where terminal STPs have been installed, shall be granted Consent to Operate under Water Act, 1974 and Air Act, 1981 as well as authorization by PPCB without installation of ETPs, as an interim arrangement, subject to condition that the HCF shall ensure to comply with the effluent standards as notified by the MoEF&CC under Bio-Medical Waste (Management & Handling) Rules, 2016 as amended up to date and subsequent amendments if any.
The HCF is complying with the provisions of Water (Prevention and Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981.
Keeping in view of the above, it is recommended that the Consent to Operate under Water (Prevention and Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted for a period upto 31.03.2027 with general conditions and special conditions as under:
1. The HCF shall ensure to comply with the effluent standards as notified by the Ministry of Environment, Forest and Climate Change under Bio-Medical Waste (Management & Handling) Rules, 2016 as amended up to date and subsequent amendments if any.
2. The HCF shall renew its Agreement with Common Bio Medical Treatment Facility immediately before its expiry.
3. The HCF will apply for fresh authorization under Bio Medical Waste (Management & Handling) Rules, 2016 and varied Consent to Operate Water Act, 1974 and Air Act, 1981, if it becomes a bedded hospital (for non-bedded) or if it increases its bed capacity or dental chairs.
