File Note: The HCF was granted authorization vide no. BMW/Renewal/MNS/2023/21586393 dated 08.7.2023 for 14 bed capacity which was valid upto 30.09.2023. Now, the HCF has applied for fresh consent to operate under the Water Act, 1974 through OCMMS for 9 bed capacity with requisite documents and the HCF has been deposited consent fee of Rs. 13000/- vide online R. No N130243030384021 dated 09.05.2024 under the Water Act, 1974 which is adequate upto 31.03.2029. The HCF has submitted an agreement of 9 beds executed with the Common Bio Medical Waste Treatment Facility namely M/s Med-Waste Solutions Pvt. Ltd., Village Bidowali, Tehsil Gidderbaha, Distt. Sri Muktsar Sahib for lifting and treatment of Bio Medical waste generated from the HCF having validity upto 01.02.2025. The HCF has submitted the letter from Executive Officer, Municipal Council, Mansa vide no. 1327 dated 11.03.2024 stating that the hospital is situated within the MC limit, Mansa in mix land use area of the city and MC office, Mansa has no objection for running of this hospital. Now, the MC has sent fresh certificate through email vide no. 3087 dated 12.07.2024. The HCF has attached the copy of registery regarding proprietorship of land in the name of Sh. Ravinder Singh s/o Sh. Ajit Singh s/o Sh. Bhagat Singh declaration where it has been mentioned that Sh. Bhagat Singh is the sole proprietor of the hospital, declaration regarding liquid waste disposal into MC sewer. In the present case, the HCF has bed capacity of 9 no. The HCF is located within MC limit as per NOC issued by EO, MC, Mansa and is disposing effluent into MC Sewer. The HCF was visited by AEE of this office on 15.07.2024 and it was observed as under : - 1. The HCF was in operation and has installed 9 no. beds. 2. The HCF has provided different color coded buckets in its premises i.e., Emergency and Wards. 3. The HCF is segregating bio medical waste as per Bio Medical Waste Management Rules, 2016. 4. The HCF has maintained the record for lifting the bio medical waste to the CBWTF. 5. The HCF has provided final waste collection area from where it is disposed off to the facility which is provided with lock and key facility. 6. The HCF is discharging liquid waste after pretreatment into the sewer which leads to the terminal STP. Keeping in view of above, it is recommended that fresh consents to operate under the Water Act, 1974 may be granted for operation of hospital of 9 beds capacity for a period upto 31.03.2029, subject to conditions as per policy of the Board alongwith special conditions as follows: 1) The HCF shall apply for renewal of authorization within 15 days. 2) The HCF shall get the validity of agreement made with Common Bio Medical Waste Treatment Facility extended well before its expiry and submit the same to the Board. 3) The HCF shall comply with the provisions of Bio Medical Waste Management Rules, 2016 all the time. 4) The HCF shall comply with the provisions of the Water Act, 1974 & Air Act, 1981 all the time. 5) The HCF shall ensure to comply with the effluent standards as notified by Ministry of Environment, Forest and Climate Change under the Bio Medical Waste Management Rules, 2016 as amended upto date and subsequent amendments if any.
