It is intimated that the workshop is small scale and orange category unit and granted Consent to Operate under the Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Renewal/LDH4/2023/22359626 dated 14/08/2023 valid upto 13/02/2024 and under the Air (Prevention & Control of Pollution) Act, 1981, vide no. CTOA/Renewal/LDH4/2023/22359888 dated 14/08/2023 valid upto 13/02/2024 along-with temporarily restoration of electric supply for six months i.e. upto 13.02.2024 vide letter no. 4614 dated 14.08.2023.
It is further intimated that now a notice u/s 33-A of the Water Act, 1974 and 33-A of Air Act, 1981 has been issued to the industry alongwith opportunity of personal hearing before Chief Environmental Engineer, Ludhiana to be held on 24.07.2024,
Now, the industry has applied for obtaining CTO under the Water Act, 1974 and Air Act, 1981 along with requisite documents. The industry has deposited Rs. 16800/- vide dated 02.05.2024, out of which Rs. 8400/- as Air Consent fee and Rs. 8400/- as Water consent fee against the CA certificate of Rs. 136.98 Lacs, which is adequate up to 31.03.2025.
The site was visited by the undersigned on 15.07.2024 and observed as under: -
1. The workshop is engaged in sale servicing and washing of four wheelers.
2. The workshop has installed ETP for the treatment of effluent generated from washing process.
3. The workshop has provided water meter with the outlet of ETP and reading of the same was 399.82 KL. The workshop has also provided energy meter with the ETP and reading of the same was 1687.7 KWH.
4. The workshop is maintained the record of water meter and energy meter, as per which the workshop has discharged 399.82 KL- 294.08 KL = 105.74 KL of treated effluent since last visit i.e is on 30.04.2024, thus, the effluent generation is about is 1.7 KLD.
5. Treated effluent is being utilized in plantation area. The workshop has now developed new rows of trees as plantation area.
6. Hazardous waste room has been provided, around 100Kg of sludge, some oil filter and waste oil was stored in it.
7. 01 D.G. set of capacity 35 KVA has been installed and same was equipped with canopy.
8. During visit, effluent sample has been collected and results of the same is yet awaited.
9. The electric connection of the workshop was found intact.
10. The workshop has submitted letter issued by DTP, Ludhiana vide no. 525 DTP(L) M2A dated 11.03.2016, as per which, the site falls under the jurisdiction of MC Raikot and in residential zone. It is pertinent to mention here that the Master Plan of Raikot is yet to be approved. The DTP also informed that the building plan of the workshop has already been approved by the MC Raikot.
In view of the above, it is recommended as under : -
1. CTO under Water Act, 1974 may be decided after receiving the effluent analysis results.
2. CTO under Air Act, 1981 may be granted to the industry for further six months subject to the suitable conditions.
3. Decision regarding temporary restoration of electric connection for further six months may also be taken after corelating effluent analysis result. Please
