It is submitted that the industry was granted consent to operate under the Water (Prevention and Control of Pollution) Act, 1974 vide no. CTOW/Fresh/PTA/2022/19449424 dated 17/08/2022 and the Air (Prevention and Control of Pollution) Act, 1981 vide no. CTOA/Fresh/PTA/2022/19449591 dated 17/08/2022 both are valid upto 30/09/2026 for processing of paddy capacity @ 1.5 TPH to produce raw rice @ 1.0 TPH (without drier) under orange category subject to conditions as mentioned therein in the area of 112/16(8-0), 17(8-0), 24(8-0), 14/2(3-9), 18/2(3-9) total 30 kanal 18 marle.
Thereafter, the industry had also obtained "Consent to Establish"(NOC) for Expansion of an existing industrial unit u/s 25 of Water (Prevention & Control of Pollution) Act, 1974 and u/s 21 of Air (Prevention & Control of Pollution) Act, 1981 CTE/Exp/PTA/2023/21130966 dated 09/03/2023, valid upto 08/03/2024 for manufacturing of rice (saila/steamed/dry) @ 3 TPH by using paddy @ 4.5 TPH as raw material under red category for the discharge of trade effluent @ 80 KLD, any other washing of drier's/boiler's blow down @ 2.0 KLD onto land for plantation after treated in ETP and domestic effluent 3.2 KLD onto land for plantation after treated in septic tank under orange category.
Now, the industry could not execute the expansion project and has sought extension in the validity of the NOC obtained for expansion of the unit. But, as no option is available on PPCB's site for applying extension in the validity of NOC, the industry has applied under the option of NOC expansion. However, there is no change in the proposal for which NOC expansion is already obtained by the industry for manufacturing of rice (saila/steamed/dry) @ 3 TPH by using paddy @ 4.5 TPH as raw material under red category along with requisite documents.
The cost of this expansion project is same as Rs. 425.00 lakhs as per the project report. The industry has deposited online Rs. 7200/- extension fee vide Receipt No. 649554930 dated 01.07.2024, which is adequate upto 07.03.2025.
The site of the industry was visited by the undersigned on 16.07.2024 and it was observed as under:
1. The industry is a rice sheller unit without drier and was found not in operation due to off season.
2. The industry has not started any construction activity for the proposed expansion project. The representative of the industry informed that due to loss in the saila industry, they have decided to postpone the expansion project for conversion rice sheller to Saila plant.
The industry is complying with the conditions of NOC / consents to operate under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981.
In view of above, it is recommended that the industry may be granted extension in the validity of the NOC obtained for expansion of the unit upto 07.03.2025 with same conditions.
