File Note:  The PP has earlier obtained CTE/ NOC for the establishment of Residential Colony" in an area of about 12.04 acre having total 156 no. Residential Plots & 27 commercial shops with requisite documents vide no. ZO/BTI/2012/NOC/64 dated 10.7.2012 valid for 1 year.  Further the PP applied for Consent to operate of the Residential Colony" in an area of about 12.04 acre having total 156 no. Residential Plots & 27 commercial shops with requisite document which was refused dated 12.07.2024.  The project proponent has now applied for obtaining consent to operate for the operation of the Residential Colony" with operation of the 20no. residential plots (in an area of about 12.04 acre having total 156 no. Residential Plots & 27 commercial shops) with requisite documents under orange category.  The PP has submitted copy of CLU issued by the STP, Department of Town and Country planning Punjab vide their office letter no. 739 dated 4.5.2011 to promoter namely “M/s S.S. & Associates” for for CLU of residential purpose plotted namely “Shree balaji Enclave” Village Raman, Bathinda measuring (96 kanals 6 Marlas).  The project proponent has submitted Fees @ 42000/- vide no. SBIN424150263849 & SBIN424150267237 dated 29.5.2024 under Water Act, 1974 and Air Act, 1981 and NOC regularization fees @ 37800/- & Penalty fees @16800/- vide no. 711012655 dated 14.6.2024 & Penalty fees @16800/- vide no. 798165000 dated 14.6.2024 for total assets value of 126.07 Lacs which is adequate upto 30.9.2029.  The PP has submitted the copy of approved layout plan.  The PP has been issued lisence to develop colony from BDA vide no.3072 dated 5.10.2011.  The PP has submitted fresh feasibility report from M/s Laj Engineering Barnala for the control of Water Pollution by installing Sewage Treatment Plant by considering occupancy of 15 persons per plot / house. As per the feasibility report the total generation of the effluent is 31.36 KLD and the PP has proposed to install the septic tank. The PP has total MSW generation @ 120 kg which will be managed using compost pits.  The PP has obtained letter from MC Raman Mandi vide no. 548 dated 18.6.2024 as per which the MC has issued letter that the Solid waste may be collected by the MC as per door to door collection based on the user charges.  The PP has submitted copy of the letter issued by MC Raman Mandi vide no. 547 dated 18.6.2024 as per which it has been mentioned that the sewerage connection of the colony has been connection with the MC sewerline. STP of raman Mandi is under construction which is being established by PWSSB and 62 % work has been completed and the rest work will be completed within 3 months. That the STP has sufficient buffer capacity to handle the sewage of the colony.  The PP has submitted an undertaking which is reproduced as under- 1. This is to inform you that at present there is only one family residing inside the colony In last l0 years. Sir if we look into the next 5 years maximum 20 nos. of houses will be occupied in the colony. 2. We already have a septic tank for the treatment to waste water will be generate from the residents of 20 houses inside the colony in future. 3. Sir we have adequate plantation area for disposal31.7 KLD treated waste water @ I5 persons per house for 20 nos. of houses. Detail report of water consumption and waste water generation is attached with the application for your kind consideration. 4. Sir as the possession will increases within the colony in future, we are liable to complete the project of installation of STP in three modules. 5. In each module we will install STP's of capacity 90 KLD each, simultaneously. Sir moreover we already installed a STP of capacity 90 KLD at STP site. 6. Sir we already have permission from MC Raman Mandi for the disposal of treated waste water into sewage. 7. Sir moreover as per declaration by the EO, MC Raman Mandi, the terminal STP is under construction and within 5-6 months they will be commissioned the STP. The copy of letter is attached with the application for your kind consideration. 8. Sir in near future soon we can dispose of the remaining treated waste water after plantation to the MC sewage as the flow of waste water generation increases.  The site of the PP was visited by AEE of this office on 18.07.2024 and it was observed as under: 1. The site falls in residential land use zone of notified master plan, Raman Mandi. 2. The colony has commissioned in last quarter of 2023 as 1 no. house started residing in the colony. 3. There is no rice sheller/ BKO/HMP in 100-meter radius, MAH within 250-meter radius and air polluting industry within 100-meter radius of the proposed industry. 4. The project proponent has not proposed any DG set. 5. The present occupancy of the colony is 1 house and 10 houses are under construction in the colony. 6. The PP has installed septic tank for treatment of the effluent generated. 7. The PP has also installed the STP @ 90KLDconsisting of Collection tank  MBBR  Tube Settler  chlorine dosing  Sludge Drying Bed  Disposal of Sewage at site. The STP has not been commissioned due to inadequate effluent. 8. The PP has proposed that septic tank will cater discharge for 300 people (20 households) 9. The PP further undertook that in next five years only 20 households will occupy the plots as in the last 12 years only one household has started to reside in the colony. The PP has proposed treatment through septic tank for 20 households (5 year plan) and further, the STP @ 90 KLD will be brought into operation in case of any exceedence. Further, the PP has proposed 90 KLD additional STPs for future increase in generation of effluent due to occupancy. 10. The PP has proposed to discharge treated effluent for parks @ 0.6 acres and for road side plantation @ 0.34 acres, which is adequate for disposal of effluent @ 31.36 KLD. 11. The PP has constructed 2 no. aerobic pits for in-house disposal of bio-degradable solid waste.  From the above it is clear that proposal submitted by the PP is adequate for treatment and disposal of effluent from 20 households in the project.  Keeping in view of above it is recommended that Consent to operate may be granted to the project proponent for the operation of Residential Colony" (in an area of about 12.04 acre having total 156 no. Residential Plots & 27 commercial shops) for operation of 20 houses and generation of 31.36 KLD effluent with treatment through septic tank, with suitable conditions with validity upto 30.9.2029 along with special condition that- 1. The permission is being granted to the PP for discharge upto 31.36 KLD to be generated from 20 households and in case of any increased generation of effluent / occupancy (more than 20 households), the PP shall be bound to obtain the varied consent to operate under Water Act, 1974 and Air Act, 1981. 2. The PP shall submit six monthly report regarding occupancy and in case of increased occupancy (more than 20 households) shall obtain varied consent to operate under Water Act, 1974 and Air Act, 1981. 3. The PP shall provide dual plumbing line for utilization of treated effluent for flushing purposes. 4. The PP will not alter / change / expand its approved layout plan without prior permission from the Board and the built-up area under the project shall not exceed 1,50,000 sq.mtr. 5. The PP shall be bound to obtain Environmental Clearance from the concerned authorities in case the built-up exceeds 1,50,000 sq.mtr. 6. The PP will manage its solid waste generated in-house as per the guidelines laid in the Solid Waste Rules, 2016. 7. The promoter shall provide a buffer zone of green belt (dense populated trees with pleasant fragrance) around the sewage treatment plant, so as to reduce the effect of odour problem in its vicinity. 8. The project proponent shall also ensure that the hazardous waste and e-waste components of the solid waste shall also be segregated and the same shall be channelized to the authorized facility for such type of waste. 9. The project proponent shall comply with the provisions of the Construction and Demolition Management Rules, 2016. Competency SEE
