File Note: Sir, it is submitted that hearing was held before the Chief Environmental Engineer on 23/01/2024 and after hearing the officers of the Board and representative of the industry and considering the above mentioned facts, Chief Environmental Engineer (B) Patiala decided that : 1. The industry shall add bag filters of adequate capacity to its APCD, so as to minimize the chances of black smoke within one month. 2. Environmental Engineer, Regional Office, Sangrur shall verify, as to whether the thermocol manufacturing is permissible as per Plastic Waste Management Rules and as per the ban on single use plastic items. He shall also clarify as to whether, the product manufactured by the industry is covered/ included in single use plastic items banned by the Govt. of India and shall process the consents to operate under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 applied by the industry accordingly. The point wise reply is as under- 1. The industry has not installed bag filter as APCD. Thus, it is not complying with the hearing decisions. The industry has got analyze its air emission sampling from Board's lab on 02.11.2023 and as per analysis report received from Head office lab, the concentration of particulate matter (249 mg/Nm3) is found within permissible limits prescribed by the Board for such type of industry. 2. The thermocol manufacturing is not covered under SUP. And thereafter, hearing was again held before Chief Environmental Engineer (B) Patiala on 9.5.2024, the following decisions were made by the Chief Environmental Engineer (B) Patiala, which is as under: - 1. The industry shall apply for Consents to operate under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 within 15 days. 2. Environmental Engineer, Regional Office, Sangrur shall visit the industry and process the consent applications to be applied by it under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 on merits. o check the submission made by industry in compliance to hearing decisions, the industry was visited by AEE of this office on 13.06.2024 and it was observed as under:- 1. The industry was in operation. 2. The industry has installed 02 no. moulding machines for manufacturing of thermocol blocks/items. 3. The industry has provided one no. boiler of capacity 2.0 TPH based on wood as fuel equipped with cyclone separator as APCD & adequate stack height and the same was in operation during visit. 4. The representative of the industry submitted that the process water @ 2.0 KLD (boiler feed) and cooling water @ 0.5 KLD is being used in the process. During visit, no trade effluent was found generated from the process and entire cooling water is being re-circulated. Only domestic effluent is being discharged onto land for plantation after passing through septic tank inside the premises. It is pertinent to mention here that the industry was again visited by AEE along with ASO of Head office, lab Patiala and air emission sampling was gain carried out abd emission sample has been sent to H.O lab, Patiala for analysis. NO black smoke was observed during visit and clear smoke was found emitting from the stack of the boiler. As such, the industry is complying with the conditions imposed in the NOC granted to it, as well as the personal hearing decisions taken by the competent authority of the Board and the provisions of the Water (Prevention & Control of Pollution) Act, 1974 & the Air (Prevention & Control of Pollution) Act, 1981. Keeping in view of above, it is recommended that consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted to the industry upto 30/09/2027 with suitable conditions mentioned therein.
