Kindly find attached the detailed inspection report along with agenda note. Further observations are as under: -
It is submitted that, earlier the project proponent was granted consent to operate under Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Renewal/ASR/2021/15468631 dated 13/05/2021 and under Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Renewal/ASR/2021/15468807 dated 13/05/2021, which were valid up to 31/03/2024 with suitable terms and conditions.
Now, the project proponent has applied for obtaining renewal of consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 along with compliance of previous consents granted.
Detail of the case are as under:-
1. The project proponent has submitted CA Certificate dated 30.01.2024 which it is gross value of fixed assets of Rs. 6433.0 Lakhs. Accordingly, it has deposited Rs. 336000/- vide UTR No. KVBLR52024032750900427 dated 27.03.2024 as consent fee under Water Act, 1974, Rs. 500/- vide UTR No. N087240206972743 dated 27.03.2024 as application form fee and Rs. 336000/- vide UTR No. KVBLR52024032750900347 dated 27.03.2024 as consent fee under Air Act, 1981, which it is adequate upto 31/03/2027 under both acts.
The industry has already visited by officer of this office on 15.04.2024 and observed as under:
1. The above project is a hotel located at Ranjit Avenue, B-Block.
2. The Hotel has constructed/provided a Sewage Treatment Plant at the basement B2 and same was in operation during visit.
3. The Hotel has provided the provision to reuse of its treated domestic effluent for flushing requirement, for makeup water for cooling & for landscaping and remaining is discharging into sewer.
4. The Hotel has provided EMF at the final outlet of STP and has maintained record of the same .
5. The Hotel has installed two no. D. G. Sets, of capacity 750 KVA provided with canopy at basement B2.
6. The hotel is maintaining record of EMF meter and energy consumption on STP.
7. The effluent samples were also collected from final outlet of STP at the time of visit. As per analysis report, issued by Board’s Labs, Jalandhar vide no. 1446-1448 dated 30/04/2024, the concentrations of various parameters i.e. pH = 7.1, COD = 72, BOD = 14, TSS = 16 and O&G = BDL are found within the prescribed limits of the Board.
The industry falls in red category in medium scale sector and competency to decide the case lies with the Member Secretary of the Board.
Recommendation: - In view of above, it is recommended that the renewal of consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted upto 31.03.2027 with the suitable terms and condition. |
