File Note: i. The industry is a large scale, Red category Sugar mill unit and is also a 17 -category Industry. ii. The industry was earlier granted consent to operate under Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Renewal/KPR/2023/21449842 dated 21.04.2023 valid upto 31.03.2024 and under Air (Prevention and Control of Pollution) Act, 1981 vide no. CTOA/Renewal/KPR/2023/21447871 dated 21.04.2023 valid upto 31.03.2024 for manufacturing of Sugar @ 450 Metric Tonnes/Day by using Sugar cane @ 4500 Metric Tonnes/Day, Lime @ 10 Metric Tonnes/Day and Sulphur @ 03 Metric Tonnes/Day with certain conditions. iii. The industry was issued show cause notice for violations of provisions of the Water (Prevention and Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 with opportunity of personal hearing before the Hon’ble Chairman of the Board on 18.03.2024. After hearing, the Chairman of the Board decided that:- A. The industry shall operate the ETP and APCD regularly to ensure that effluents and emission being discharge shall conforms standards prescribed for such units. B. The MLSS/MLVSS shall be maintained in the aeration tanks at all times (irrespective of operational status of mill) and industry to ensure that no dilution as observed at the time of last visit on 18.12.2023 shall be made in the treated effluent. C. The industry shall ensure that online system (OCEMS & CCTV camera) shall always remain operational and its connectivity with CPCB/PPCB dashboard be ensured, all times. D. In case, industry fail to comply with the environmental norms, strict action including imposition of environment compensation shall be initiated against the industry. E. Environment Engineer Regional Office-2, PPCB Jalandhar shall re-visit the industry to check the environmental compliances and collect emission/effluent samples and submit report with recommendation within 01 month, positively. iv. Now, the industry has applied for renewal of consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and under Air (Prevention and Control of Pollution) Act, 1981 for discharge of trade effluent @ 773 KLD and for manufacturing of Sugar @ 450 Metric Tonnes/Day by using Sugar cane @ 4500 Metric Tonnes/Day, Lime @ 10 Metric Tonnes/Day and Sulphur @ 3 Metric Tonnes/Day with certain conditions mentioned therein. v. The industry has deposited Rs. 288000/- vide UTR no. SBIN424088700227 dated 28.03.2024 under Water Act, 1974, Rs. 288000/- vide UTR no. SBIN424088700225 dated 28.03.2024 and Rs. 10800/- vide UTR no. SBIN424088700231 dated 28.03.2024 as NOC regularization fee, adequate upto 31.03.2026 vi. The industry was visited by Environmental Engineer, Regional Office-2, Jalandhar alongwith AEE of this office on 22.04.2024 & 16.07.2024 and observed as under: - 1. The industry was not in operation during the visit. The crushing season had ended on 27.03.2024. 2. The detail of cane crushed and molasses produced of the industry of 2023-24 season is as below:- a) Quantity of Crane Crushed = 381285.42 MT b) No of working days= 109 Days c) Sugar Cane per day= 3498.03 MT (within consented 4500 MT) d) Quantity of Molasses= 18509 MT (within consented i.e. 200 MTD) e) Quantity of Molasses lying stock= 926.10 MT f) capacity of storage of molasses= 8800.00 MT 3. After the issuance of proceedings on 16.04.2024, the industry was visited by officers of this office on 22.04.2024. The crushing season had already ended on 27.03.2024. As such, sampling could not be conducted however, the aeration of ETP was in operation to maintain D.O. Further ladder and sampling arrangement had been provided with the stack. 4. The industry has installed the Online Continuous Effluent Monitoring System (OCEMS). The OCEMS has now been made in-line with the ETP outlet. The industry has also got the OCEMS calibrated and the industry has submitted calibration certificate dated 01.07.2024. 5. The industry was earlier granted consent to operate for discharge of effluent @1240 KLD. The industry has now applied for CTO for discharge of effluent @773 KLD. The industry has now submitted that the previous figure was wronged which was taken by considering the water consumption. However, the fresh generated during evaporation was not taken into account. The industry has submitted water balance of the industry as per which the actual discharge is 773 KLD. As per the record of flow meter installed on the ETP outlet, the average discharge remains within 700 KLD. 6. The industry has installed 2 no. boiler furnaces of capacity of 50 TPH each with common stacks and separate wet scrubber as APCD and both boilers and APCD were found in operation at the time of visit. As per last analysis report of sampling dated 02.03.2023 the particulate matter @ 140 mg/Nm3 at 12 % CO2 found within the prescribed limits of the Board. 7. The industry is disposing its Boiler as onto the farm land of 18 acres at Dak Khati village,Near Phagwara-Hoshiarpur highway. 8. The industry has provided 2 no. D.G sets of capacity 500 KVA and 200 KVA each with canopy. Keeping in view of above, it is recommended that consent to operate under the Water (Prevention and Control of Pollution) Act, 1974 and under the Air (Prevention & Control of Pollution) Act, 1981 may be granted to the industry upto 31.03.2026 i.e. upto validity of CTO fees with usual conditions and as per Board’s policy and subjected to following special conditions:- 1. The industry shall ensure that the discharge of effluent does not cross 773 KLD. 2. The industry shall keep the OCEMS operational at all time during the crushing season and submit calibration certificate every crushing season. 3. The industry shall ensure interlocking of Pollution Control Devices with its production processes (one way but not vice-versa) so as to ensure that whenever ETPs/PCDs are intentionally closed, the production also comes to halt and shall submit completion report in this regard to the Board within one month. 4. The industry shall obtain permission from Central Ground Water Authority (CGWA) or Punjab Water Regulation and Development Authority (PWRDA) for ground water withdrawal. competency: Hon'ble Chairman of the Board
