It is submitted that the industry was issued show cause notice for refusal of consent to operate under the Water Act, 1974 and Air Act, 1981 with an opportunity of personal hearing given before the Senior Environmental Engineer, Zonal Office-I, Ludhiana on 03.07.2024 in which following decisions were taken:-
1. The industry shall regularly lifted the trade effluent to CETP operator regularly and maintain the record of water consumption and lifting.
2. The industry shall discharge only domestic effluent onto land for plantation through septic tank.
3. The industry shall incorporate the details of shot blast machine in Air Consent application.
4. The industry shall provide stack of adequate height with D.G set.
5. The industry shall provide adequate arrangements to control air emissions from 3 No. LPG Fired Rotary furnaces and 1 No. Shaker Hearth furnace.
6. The industry shall operate the APCD regularly & efficiently and submit analysis report of air emissions from Board's lab, within 07 days.
7. Environmental Engineer, Regional Office shall verify submissions made by the industry, collect air emission samples and submit recommendations, accordingly.
To verify the compliance of decisions of above said personal hearing the industry was visited by the undersigned on 18.07.2024 and the point wise compliance is as under:-
1. The industry is maintaining the record of water consumption and lifting to the operator of CETP as per record maintained it has lifted its trade effluent @ 9 KL to the CETP during the period 01.04.2024 to 18.07.2024 against the water consumption of 11.02 KL.
2. Now, the industry is discharging domestic effluent onto land for plantation through septic tank.
3. At this stage the submitted consent application form cann't be edited.
4. The D.G. installed by the industry was under repair and stack height was not observed.
5. The industry is using LPG in its furnaces. Hence, no stacks observed.
6. During visit, the roof sheets of zinc plating and Hot dip galvanizing section were being replaced with new ones, hence, both sections were not in operation. The sampling arrangements provided with the stack of APCD of Hot Dip galvanizing furnace were not as per prescribed specifications and safe. Hence, industry was guided to provide the sampling arrangement as per specification and safe arrangements. Hence, the stack emission samples could not be collected.
In addition to the above, it is pertinent to mentioned here that the industry was required to deposit the consent fee/late fee upto 30.06.2024 @ 2,59,200/-, but it has deposited 1,94,400/- only. Hence, the consent fee deposited by the industry is not adequate.
Keeping in view of above, it is recommended that the industry may be given another opportunity of personal hearing before Competent Authority of the Board, to explain its position to decide the consent applicaiton, please. |
