• It is intimated that the industry is large scale red category unit and engaged in process of manufacturing of tractor tyres, auto tyres, tractor tubes, auto tubes, p- tread rubber at site.
• The industry was granted consent to operate under Air (Prevention and Control of Pollution) Act, 1981 and under Water (Prevention & Control of Pollution) Act, 1974 valid upto 31.03.2028 for the operation of 2 boilers of steam generation capacity 05 and 14 TPH with trima cyclone followed by two stage alkali scrubber for manufacturing of tractor Tyres, Auto Tyres @ 5000 Numbers/Day, TRACTOR TUBES,AUTO TUBES @ 5000, Numbers/Day, P-TREAD RUBBER @ 1000 Kgs/day by using Raw Rubber @ 24850 Kgs/day Synthetic Rubber @ 7100 Kgs/day, Nylon Tyre Cord Fabric @ 10650 Kgs/day Carbon Black @ 14200 Kgs/day, Zinc Oxide @ 3550 Kgs/day, Other Chemicals @ 10640 Kgs/day as raw material.
• Now, the industry has applied for Consent to Establish' (NOC for expansion) under Water (Prevention & Control of Pollution) Act 1974 & Air (Prevention & Control of Pollution) Act 1981 under red category through OCMMS of the Board for proposed to addition of one boiler of capacity 14 TPH with wet Scrubber as APCD and detail of the same is as under:-
1. The industry has deposited Rs.14400/- R. No. 275896344 dated 17.07.2024 which is valid for one year.
2. The industry has submitted feasibility report of proposed APCD, registry of the land, manufacturing process, compliance report of the previous granted consents, location plan and memorandum of association with the application.
3. The industry was visited by officers of this office on 19.07.2024 and it was observed that:-
1. The industry was in operation during visit and is engaged in manufacturing of tractor tires and tubes.
2. The construction work of the installation of proposed boiler is going on at site.
3. Presently, the industry has installed one boiler of steam generation capacity 14 TPH with twin cyclone followed by double stage alkali scrubber as APCD with adequate stack height and same was in operation. Pet coke was being used as fuel.
4. The industry has now sold out its existing boiler of steam generation capacity 5 TPH at site.
5. The industry has provided pressure gauge at the outlet of the pump used to supply the scrubbing liquor to the alkali scrubber attached with the boiler furnace.
6. The industry has installed pH meter on the recirculation tank of scrubbing liquor. The industry has installed online meter for SO2 with stack attached with the boiler.
7. The industry has provided flow meter at the outlet of the pump used to supply the scrubbing liquor to the alkali scrubber. As such the industry is complying with the guidelines prescribed in fuel policy 2023.
8. The air emission sample of the industry was collected by this office on 07.03.2024 from the stack attached with boiler of capacity 14 TPH after APCD as per analysis report, the concentration of particulate matter was found 67 mg/Nm3 and SO2 was found 346 mg/Nm3, which are found within the prescribed limits of the Board.
9. The industry has installed one D.G set of capacity 500 KVA and 03 DG sets of capacity 320 KVA with canopies.
10. The industry has installed STP to treat its domestic effluent at site and same was in operation during visit. The STP is consisting of collection tank, MBBR Tank, Tube settler, Pre-filtration Tank, multi grade filter. The treated domestic effluent was being discharged into sewer.
11. The industry has now proposed to install one steam generation boiler of capacity 14 TPH with multi cyclone followed by wet scrubber as APCD with adequate height. (Paddy Straw) Agro Waste will be used as fuel. At site, construction work of installation of proposed boiler has been started and components of boiler and proposed APCD i.e multi cyclone etc. are reached at site.
12. The industry has uploaded area classification certificate issued by DTP Jalandhar vide their office letter No. 579 dated 07.06.2024, wherein it was mentioned that the site of the industry falls in General Industrial Zone as per Master Plan of Jalandhar (2009-31). Hence the site is suitable to establish the proposed expansion project at site.
13. The industry is a large scale red category unit and the Competency to decide such type of cases lies with CEE, PBIP.
Keeping In view of above, it is recommended that Consent to Establish (NOC) expansion for addition of one boiler of capacity 14 TPH under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted for one year with suitable conditions as per policy of the Board.
