The project proponent has applied for obtaining consent to establish/NOC for the establishment of hotel through online on OCMMS for hotel of 27 Rooms banquet hall @ 500 persons & Restaurant, with requisite documents.
The project proponent has submitted the CLU, zoning plan & Building Plans for commercial proposal of an area 20 Kanals 3 Marlas (2.51875 acres) from PUDA (BDA), Bathinda vide no. 454 dt.28.3.2024.
Ø The project proponent has deposited NOC fee of Rs. 18000/- through online vide R.No. 102911793 dated 19.05.2023 against the proposed project cost of Rs. 700.00 lacs+ 114.9 lakhs land cost, which is adequate for one year, under orange category.
Ø The PP has submitted feasibility report as per which the total fresh water requirement is 44.4 KLD and the effluent generation is 35.52 KLD. The PP has proposed STP @ 36 KLD based on MBBR tech having components as bar Screen, Collection tank, Aeration tank, clarifier, dual media filter, ACF, SDB which is adequate in principle.
The PP has proposed to provide compost pits for management of solid waste.
The PP has proposed to dispose the treated effluent in land area 1 acres 4.5 marlas bearing khasra nos. 101//4/1/2(1-8), 7/4/2(4-0), 14/1(4-0) taken on lease for 10 years which is adjoining to the site with a kutcha paha in between as per latha.
Ø The site of the proposed hotel was visited by AEE of this office on 16.07.2024 and it was observed as under:
1. The site is located at NH on left side of Bhucho to rampura Road, Bathinda.
2. The project proponent has proposed to install STP for the treatment of domestic waste water of the complex.
3. The project proponent has proposed to dispose-off its treated domestic effluent onto land for plantation in land area 1 Acres 4.5 marlas which is adjoining to the site with kutcha paha in between which is adequate in principle to dispose effluent as per karnal technology
4. The project proponent has not proposed any DG set.
5. The PP has proposed to provide hoods in the kitchen section
6. During visit it was observed that the construction work was already in process at the site and civil work was going on at site.
Ø From the above it is clear that site is suitable for the establishment of project and proposal submitted by the project proponent for the abatement of Water Pollution and Air Pollution is adequate as per the Water Act, 1974 & Air Act, 1981.
Ø Keeping in view of above it is recommended that Consent to establish/NOC may be granted to the project for the establishment of hotel through online on OCMMS for hotel of 27 Rooms banquet hall @ 500 persons & Restaurant with validity upto 1 year with special condition that the PP shall develop the plantation area in consonance with the development of the project and shall be bound to provide the distribution pipeline for disposal of the treated effluent in the plantation area.
