On scrutinizing the application of the Project Proponent, it is observed as under:
1) As per the approved plan submitted by the PP, the ground coverage area of 217 residential plots, 30 commercial plots is 23670 sqm and considering FAR of 2.1, the built up of the project will become 49707 sqm, irrespective of the fact whether the construction is being done by PP or not. Hence, the Project is covered under the purview of EIA notification, 2006 as per clarification given by SEIAA vide letter no. 417 dated 03.06.2024 and is required to obtain EC under EIA notification, 2006 or obtain exemption from SEIAA in this regard. Further, the project is amongst the list of 939 RERA projects sent by SEIAA to PPCB for verification and ensuring compliance of the clarification given by MoEF&CC.
2) The Project Proponent has not filled details regarding no. of commercial plots, residential plots, community centre in the product details of application form.
3) The PP in the application for CTO under Air Act, 1981 has applied for installation of DG set of 62 KVA and has obtaining CTE for installation of 125 KVA DG set. It is requested to reverify the detail.
4) The PP has not submitted completion certificate of STP from the manufacturer. Further, as per drawing submitted the PP has proposed 425 KLD STP, however it has obtained CTE for installation of STP of 375 KLD and is requested to reverify the detail.
5) The PP has not submitted revised approved plan from the competent authority earmarking the location of STP & solid waste management area, in compliance of special condition of NOC.
6) The PP has not submitted proof regarding development of karnal technology on land bearing Khasra No. 1097 (4-0), 1098 (2-1), 1099 (2-0) and 1099 (0-1) of revenue estate of Vill. Dyalpura, Sub-Teh. Zirakpur, Distt. SAS Nagar, for utilization of its treated effluent after STP, inconsonance to the development of the project.
7) The PP has not submitted copy of agreement/proof regarding utilization of treated waste-water from nearby STP for construction purpose.
8) The PP has not deposited NOC regularization fee for increase in project cost from Rs 30.50 Cr ( as mentioned at the time of NOC) to Rs 39.38 Cr (as mentioned at the time of CTO).
9) The PP has not submitted arrangement made within the project for solid waste management (both dry and wet waste).
In view of the above mentioned facts, the application of PP cannot be processed and may be returned with a request to re-apply for CTO after clearing the above observations.
