File Note: It is submitted that the industry is a Small Scale, Orange Category induction furnace unit. Earlier, the industry was issued Directions u/s 31-A of the Air (Prevention and Control of Pollution) Act, 1981 vide Boards letter no. 6035-38 dated 20.10.2023 for disconnection of power supply available to the industry. Accordingly, the electric connection of the industry was disconnected by the PSPCL authorities vide TDCO No.1806 dated 31.10.2023. Thereafter, industry made the compliance of violations observed and applied for consent to operate under the Water (Prevention & Control of Pollution) Act, 1974, Air (Prevention & Control of Pollution) Act, 1981 and requested to restore the electric connection of the industry. After verified the facts at site, the industry was granted consent to operate under the Water (prevention & Control of Pollution) Act, 1974 vide no CTOW/Renewal/LDH2/2023/ 24099763 dated 17/11/2023 valid upto 16/05/2024, under the Air (prevention & Control of Pollution) Act, 1981 vide no. CTOA/Renewal/LDH2/2023/24098843 dated 15/11/2023 valid upto 14/05/2024 for manufacturing of Steel Ingots @ 83 MTD using Steel Scrap @ 83 MTD, Ferro Alloys @ 3.0 MTD as Raw Material and electric connection of the industry was also restored upto 16.05.2024 vide Boards letter No.615 Dt 11.03.2024. Now, the industry has applied for varied consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for manufacturing of Steel Ingots @ 85 MTD using Steel Scrap @ 85 MTD, Ferro Alloys @ 3.0 MTD as Raw Material and requested to restore the electric connection of the industry permanently through OCMMS. The site of the industry was visited by the AEE of this office on 11.07.2024 and it was observed as under: - 1. The industry was not in operation during visit due to power cut and electric connection of the industry was intact. 2. The industry has installed one induction furnace. 3. The industry has installed the side hood alongwith APCD as per design and drawing of PSCST. 4. The manufacturing process involves: Raw material Furnace Loading  Heating/Melting  Slag removal  Alloying  Pouring  Cooling  Finishing  Heat Treatment  Final Product. 5. The industry has provided energy meter with APCD of the induction furnace and reading of the same was 298.3 kWh and is maintaining the record of electric consumption of APCD. 6. Earlier, the industry was visited by the undersigned alongwith scientific staff on 21.03.2024 and the stack emission sample of the industry was collected during visit. As per analysis report the concentration of Particulate Matter was found 38 mg/Nm3, which was within the prescribed limits fixed by the Board. 7. There is no discharge of trade effluent and domestic effluent is discharged onto land for plantation/gardening through septic tank. 8. The industry has installed one D.G set of capacity 250 KVA, with canopy and adequate stack height. 9. The industry has provided hazardous waste storage room of size 8’*6’*10’ with Lock and Key facility. Hazardous waste of category 35.1 (i.e APCD dust) @ 11 Bags @ 20 Kg each were lying stored in HDPE bags and appox. 45 litres of spent oil was lying stored in PVC drum. 10. The industry is complying with the SOP prescribed for Induction furnace units 11. As per CA certificate submitted by the industry the value of total fixed assets is Rs. 783.475 Lacs as on 30.04.2024. 12. The industry has deposited the consent fee as under: - (A) Under Water Act, 1974 Rs. 90000/- R.No. 992881314 dated 13.11.2021 Rs. 52000/- R.No. 600594238 dated 01.11.2023. (B) Under Water Act, 1974 Rs. 90000/- vide R No. 923586677 dated 13.11.2021 Rs. 70000/- vide R.No. 5497724 dated 01.11.2023. 13. The consent fee deposited by the industry is adequate upto 31.03.2028 after deducting the NOC regularization fee. Keeping in view of above, it is recommended that consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 may be granted to the industry for six months.
