The project proponent has applied for obtaining consent to establish/NOC for the establishment of commercial colony in an area of 3.24 acres (13148.83 sq. meter) having 59 SCO’s through online on OCMMS, with requisite documents.
The project proponent has deposited NOC fee of Rs. 18000/- through online vide R. No. 780466017 dated 22.5.2024 against the proposed project cost of Rs. 7.4 Cr, which is adequate for one year.
The PP has obtained permission from MC Bathinda vide no. 795 dated 14.06.2024 for release of sewer connection to the commercial colony.
The Project proponent has calculated maximum effluent generation as 28 KLD and has proposed to install 28 KLD STP based on MBBR technology. Componnets of STP- bar screen;collection tank; activated sludge process (an aeration tank followed by extended aeriation based aeriation tank); Clarifier tube settler based ; Multimedia filter; sludge drying beds
The PP has proposed that 8 KLD treated effluent will be used for flushing and the remaining will be used for road washing & plantation along boundary wall.
The PP has also proposed that Solid waste will be lifted to the MC. The proposal submitted by the PP is adequate in principle.
The management of domestic effluent and solid waste will be done in the reserved space as per the approved layout plan. The PP has got approved the loyout vide no. CTP(LG)-2024/834 dated 15.3.2024 from Department of Local Govt.
The PP has approved licesnce to develop project from MC Bathinda vide no. 07/2024 dated 3.5.2024.
As per the layout the PP will plant 1 tree / 80 sqm of the area. As such the PP will plant minimum 165 trees in the premises.
The site of the PP was visited by AEE of this office on 20.7.2024 and it was observed as under: -
1. The site falls on the RHS of the Bathinda to Dabwali road opposite to the Green City Square and Adj To the VRC Thakur commercial project.
2. No construction activity has been started at site and only boundary wall construction was about to start.
3. The project proponent has proposed to generate maximum 28 KLD of domestic effluent from the whole project and has proposed to dispose-off its treated water for reuse in Flushing by dual Plumbing, plantation & excess into MC sewerline which is adequate.
4. There is no rice sheller/BKO/HMP in 100-meter radius, MAH within 250-meter radius and air polluting industry within 100-meter radius of the proposed industry.
5. The project proponent has not proposed any DG set.
The PP has submitted the layout plan demarcating 1 tree/ 80 sqm of the area further the PP has proposed that 8 KLD will be used for flushing, 20 KLD will be used for planation and etc and excess into sewerline.
The site of the colony is suitable for the establishment and proposal submitted by the project proponent is adequate as per the Water Act, 1974 & Air Act, 1981.
Keeping in view of above it is recommended that Consent to establish/NOC may be granted to the project proponent for the establishment of commercial colony in an area of 3.24 acres (13148.83 sq. meter) having 59 SCO’s, with suitable conditions along with special conditions that:
1. This NOC is valid for establishment of Colony in an area of at Bathinda.
2. The PP will not allow any polluting unit/ industry to be set up in the premises and only godowns/ commercial shops will be established.
3. The PP will be solely responsible for the treatment of the domestic effluent generated from the project and in case any industrial/ polluting unit is allowed in the project the PP shall be held completely liable for the non- compliance.
4. The PP will not alter / change / expand its approved layout plan without prior permission from the Board.
5. The PP shall utilize the treated effluent from the nearby STP for construction purposes and shall restrict usage of fresh water. The project proponent shall submit an agreement in this regard within 10 days.
6. The PP shall provide dual plumbing line for utilization of treated effluent for flushing purposes. 7. The PP will develop the land area taken on lease for disposal of treated effluent as per karnal technology simultaneously with the development of the project. 8. The promoter company shall ensure the compliance of conditions that only roof top rainwater shall be discharged into rainwater harvesting system, no surface run off or any other rainwater flowing in lawns garden be allowed to enter into the rain water harvesting system, and All the pipes provided for the recharging system should be visible and properly colored. 9. The PP will manage its solid waste generated in-house as per the guidelines laid in the Solid Waste Rules, 2016. 10. The promoter shall provide a buffer zone of green belt (dense populated trees with pleasant fragrance) around the sewage treatment plant, so as to reduce the effect of odour problem in its vicinity. 11. The project proponent shall also ensure that the hazardous waste and e-waste components of the solid waste shall also be segregated and the same shall be channelized to the authorized facility for such type of waste. 12. The project proponent shall comply with the provisions of the Construction and Demolition Management Rules, 2016. Competency: SEE
