It is submitted that the industry has been granted renewal of consents to operate under the Water Act, 1974 vide no. CTOW/Renewal/BTI/2024/25865655 & Air Act, 1981 vide no. CTOA/Renewal/BTI/2024/25865653 on 25.06.2024, valid up to 31.03.2025 for production of Cold Rolled (C.R.) /Tempered steel strips @ 30,000 TPA.
The industry had earlier proposed expansion and applied for obtaining 'consent to establish'(NOC) through invest Punjab for additional production of Hardened and Tempered Steel Strips @ 6000 MT/Annum & Steel Scrap @ 500 MT/Annum alongwith addition in the land area of 35 Kanal 11 Marla, alongwith requisite permission / clearance from the Department of Local Government, Bathinda, Punjab for the additional land area. The 'consent to establish' (NOC) for expansion was considered by the Board and granted on 16.08.2023 (valid upto 05.07.2024), subject to the conditions mentioned therein. The industry has applied for NOC extension through invest Punjab and same is under process with the Board.
Now the industry has applied for extension in validity of consent to operate with same product & capacity.
The industry had deposited consent fee of Rs. 1,44,000/- vide R no. 533920998 dated 03.03.2023 under Water Act, 1974 and Rs. 1,08,000/- vide R no. 533920998 dated 03.03.2023 Rs. 36000/- vide UTR no. N348222248097126 dated 14.12.2022 under Air Act, 1981, against fixed assets of Rs 45.54 crore, as such previous adequacy of consent fee is upto 30.06.2025. Now, the industry has deposited consent fee of Rs. 2,82,000/- vide R no. HDFCR52024070973551700 dated 09.07.2024 under Water Act, 1974 and Rs. 2,82,000/- vide R no. HDFCR52024070973540877 dated 09.07.2024 under Air Act, 1981, against fixed assets of Rs 45.54 crore, as such revised adequacy of consent fee is upto 30.06.2030.
The industry was already visited by undersigned on 13.06.2024 and it was observed that:-
1. The industry was in operation for production of cold rolled/hardened tempered strips. The industry has installed 3 cold rolling mills.
2. The industry was constructing pier for the new building / shed to be provided for the production of Hardened and Tempered Steel Strips in additional land. The industry has purchased some machinery to be installed in that shed and same was stored in industry and yet to be installed.
3. The industry has installed 5 nos. annealing furnaces, out of which only three are used at one time. The other two are standby. These are connected to a stack with a movable pipe when they are operated. The air emission sampling was carried out on 05.04.2024 and as per analysis report, the SPM was found as 39 mg/nm3 which is within the permissible limits (150 mg/nm3)as prescribed by the Board.
4. The industry has installed 07 electrical operated heating furnaces for hardening and tempering the coils. Quenching oil is used for rapid cooling of the coils. The emissions generated from the heated quenching oil are arrested through hoppers and dispersed into the atmosphere through stacks.
5. The industry has provided machines where cutting oil is used for strip grinding of the coils. There is no source of emissions from the machinery and the cutting oil being used is re-circulated in the process.
6. The industry has provided 2 no. D.G. sets of capacity 1010 KVA each equipped with canopy and stack of adequate height.
7. The industry is not using water in its process. Hence, no trade effluent is being generated. Domestic effluent generated from the toiler section is being discharged into MC sewer.
The industry was found complying with the provisions under Water Act, 1974 & Air Act, 1981.
In view of above, if approved, renewal of consents to operate under the Water Act, 1974 & Air Act, 1981 may be granted for a period upto 31.03.2030, subject to the specific condition.
