The industry was granted consent to establish/NOC vide no. CTE/Fresh/BTI/2023/22517388 dated 08.05.2023 for establishment of rice sheller unit of capacity 3 TPH of Raw rice /Sorted Rice with dryer, subject to the conditions mentioned therein.
Earlier, the industry was visited by AEE of this office on 13.05.2024 and some violations were observed. Accordingly, Show Cause Notice for violation of the provisions of the Water Act, 1974 and Air Act, 1981 was issued to the industry vide no. 2109 dated 24.05.2024 with an opportunity of show cause in writing within 10 days, but the industry had not submitted any reply of the notice. Further, the industry was again visited by AEE of this office on 21.06.2024 and same violations were again observed. Accordingly, Show Cause Notice for violation of the provisions of the Water Act, 1974 and Air Act, 1981 was issued to the industry vide no. 2467 dated 24.06.2024 with an opportunity of personal hearing before the Environmental Engineer, Regional Office, Bathinda on 04.07.2024, which was not attended by anyone from the industry.
Now the industry has applied for obtaining fresh consent to operate under Water Act, 1974 & Air Act, 1981 through OCMMS for operation of rice sheller unit of capacity 3 TPH of Raw rice /Sorted Rice with Dryer under the Orange category as per the prevailing policy. The detail of the case is as under: -
The industry has deposited consent fee of Rs. 42000/- vide no. 922895081 & 208459570 dated 06.05.2024 against the CA value of 158.39 lacs which is adequate upto 31.03.2028.
The industry was visited by the undersigned on 16.07.2024 and it was observed as under –
1. The rice sheller was not in operation due to off season.
2. The rice sheller rice sheller has provided a shelling section with cyclone as APCD to arrest the dust emissions from the shelling process.
3. The rice sheller has installed a drier section with cyclone as APCD equipped with the paddy pre cleaner.
4. The rice sheller has laid brick paved movement area from weigh bridge till rice room, however, the road work from main gate till weigh bridge was pending due to rain. The submitted an undertaking vides dated 19.07.2024 stating that the pending road work will be completed within 10 to 12 days.
5. The rice sheller has provided jalli over the 10 feet in the husk storage area.
6. The rice sheller has provided septic tank for the treatment of domestic effluent and disposed of onto the land for plantation.
7. The industry has provided fresh plantation inside the premises.
The industry has addressed all the shortcomings observed earlier for which it was issued SCN except height of wall and jali in husk storage area.
The industry is complying with the provisions of the Water Act, 1974 & Air Act, 1981 as well as code of practice prescribed by the Govt. vide order dt. 15.10.2013.
Keeping in view of above, it is recommended that consents to operate under the Water Act, 1974 and Air Act, 1981 may be granted to the industry for operation of rice sheller unit of capacity 3 TPH of Raw rice /Sorted Rice with Dryer under the Orange category for a period upto 31.03.2028 with suitable conditions along with special condition that the rice sheller will provide pucca movement area, within 15 days.
