File Note: It is submitted that the rice sheller was granted consent to operate under Water Act, 1974 and the Air Act, 1981 for production of Sorted Raw Rice (with Dryer) @ 3.0 TPH by using Paddy @ 4.5 TPH as raw material both valid upto 30.09.2026 under the name and style of M/s Saraswati Rice Mills, Dirba and authorized partner was Sh. Puran Chand, Resident of Dirba. The industry has deposited dissolution deed dated 15.08.2024 and as per deed, the industry has changed the partner and Sh. Puran Chand has been removed from partnership and Sh. Shiv kumar is the authorized partner and accordingly the industry has applied varied consent to operate to change the authorized partner and obtaining consent to operate. The industry has already deposited Rs. 23,500/- deposited vide R. No. 02/4792 dated 06/08/2018 and Rs 16,800/- deposited vide R. No. 471613739 dated 17.05.2024under Water Act, 1974 and Rs. 23,500/- deposited vide R. No. 02/4792 dated 06/08/2018 and Rs 16,800/- deposited vide R. No. 971519278 dated 17.05.2024 Under Air (Prevention & Control of Pollution) Act, 1981. The fee deposited by the rice sheller is adequate upto 30/09/2030 and Rs.1800/- deposited through online vide Ref.No. 471613739 dated17.05.2024. as NOC regularization fee against the value of fixed assets of Rs. 91.43 lacs as per CA certificate dated 10.07.2024. There is increase in CA certificate from 76 lacs to 91.43 lacs, and accordingly the industry has deposited NOC fees which is valid for one year. As the slab of fixed assets remains unchanged ie. Same as more than 75 lacs and less than 1 crore, thus the consent fees deposited is adequate upto 30.09.2027. To verify the compliance of consent conditions earlier granted to the industry & the code of practice, the industry was visited by undersigned on 22.07.2024 and it was observed as under : - 1. The industry was not in operation due to off season. 2. The industry has covered all the processing sheds. 3. The industry has provided brick paved road from main gate of the industry to the rice room/husk area for the movements of vehicles. 4. The industry has provided separate Cyclone Separator as APCD along with stack of adequate height to control the process emission from shelling section as well as Dryer along with stacks of adequate height to control the process emission dryer sectionas well as selling section. 5. The industry has provided brick wall of 10 feet height in front of the discharge point of rice husk area and the length of aforesaid brick wall is 35' on each side of the rice husk discharge point. The industry has provided jalli of 5 feet height above the brick wall in front of the discharge point of rice husk area. 6. The industry has no source of trade effluent generation and the industry has provided septic tank for treatment of domestic effluent to be generated from toilets / washrooms. It has also made plantation along boundary wall to utilize treated domestic effluent after septic tank. 8. There is no increase in the building of the rice sheller. So, there is no need to obtain the revised building plan on the part of rice sheller. Thus, the site of Rice Sheller is suitable for the installation of Dryer The industry is complying with the code of practice notified by the Govt. of Punjab, Department of Science, Technology & Environment vide notification no 10/48/2004-STE-(4) / 932 dated. 15/10/2013. The competency for grant of consents to the rice shellers with dryer lies with the Environmental Engineer of the Regional Office. Keeping in view of above, it is recommended that consent to operate (CTO) under Water Act, 1974 and Air Act, 1981 both may be granted up to 30/09/2030 for the production of Sorted Raw Rice with dryer @ 3.0 TPH by processing of paddy @ 4.5 TPH, subject to the suitable conditions as per policy of the Board.
