The industry is a small scale orange category unit and has proposed to establish vide no. CTE/Fresh/SGR/2023/22464475 dated 22.06.2023, valid upto 21.06.2024 for establishment of a new rice sheller unit for manufacturing of Sorted raw rice (with dryer) @ 2.0 TPH by using Paddy @ 3.0 TPH as raw material.
Accordingly, the industry has applied for obtaining fresh consent to operate under Water Act, 1974 and Air Act, 1981 for manufacturing of Sorted raw rice (with dryer) @ 2.0 TPH by using Paddy @ 3.0 TPH as raw material.
The industry has deposited CTO fee along with penalty charges along with application.
The application has been scrutinized and found complete. In order to check the compliance the industry was visited by Officer of the Board, Sh. Lovepreet Singh, JEE (OS) and during visit, it has been observed that
1. The industry was not in operation due to off season.
2. The industry has covered all the processing sheds.
3. The industry has not provided brick paved road from main gate of the industry to the rice room/husk area for the movements of vehicles.
4. The industry has provided separate Cyclone Separator as APCD along with stack of adequate height to control the process emission from shelling section . However, no APCD has been provided with Dryer section.
5. The industry has provided brick wall of 10 feet height in front of the discharge point of rice husk area and the length of aforesaid brick wall is 35' on each side of the rice husk discharge point. The industry has provided jalli of 5 feet height above the brick wall in front of the discharge point of rice husk area.
6. The industry has no source of trade effluent generation and the industry has provided septic tank for treatment of domestic effluent to be generated from toilets / washrooms. It has also not made any plantation along boundary wall to utilize treated domestic effluent after septic tank. The treated water is being lifted through movable tankers
The industry is not complying with the code of practice notified by the Govt. of Punjab, Department of Science, Technology & Environment vide notification no 10/48/2004-STE-(4) / 932 dated. 15/10/2013. The competency for grant of consents to the rice shellers with dryer lies with the Environmental Engineer of the Regional Office.
Keeping in view of above, it is recommended that consent to operate (CTO) under Water Act, 1974 and Air Act, 1981 both may be refused.
