File Note: Subject: Application for obtaining renewal consent to operate under the provision of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981-M/s Micro Alloys Steel, Vill. Tooran, Amloh Road, Mandi Gobindgarh, Distt Fatehgarh Sahib. It is intimated that the industry is medium scale green category unit was granted consent to operate under the provision of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 through vide no. CTOW/Renew/FGS/2023/23178054 dated 06/09/2023 valid upto 31/12/2023 and CTOA/Renewal/FGS/2023/23177407 dated 06/09/2023 valid upto 31/12/2023 for the manufacturing of M.S. Bar Heavy Round @ 240 MTD. Now, the industry has applied for renewal consent to operate under the provision of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 with requisite documents. As per the record of the industry the consent fee is adequate upto 31/12/2026 under the Water (Prevention & Control of Pollution) Act, 1974 and 05/11/2026 under the Air (Prevention & Control of Pollution) Act, 1981. Now the industry has deposited of Rs. 54000/- through vide no. N185243127942425 dated 03/07/2024 and Rs. 54000/- through vide no. N185243127935501 dated 03/07/2024 against the fixed assets of Rs. 1606.72 Lakhs as on 15/06/2024 CA certificate dated 26/06/2024 which is adequate upto 30/04/2029 under the Water (Prevention & Control of Pollution) Act, 1974 and 31/03/2029 under the Air (Prevention & Control of Pollution) Act, 1981 as per order dated 29/10/2018. The industry has increased its fixed assets by Rs. 147.21 lakhs. Consequently, the industry has deposited an NOC regularization fee of Rs. 6400/- through transaction number N185243127935501 dated 03/07/2024, which is adequate. To verify the contents, the industry was visited by the AEE of this office on 17/07/2024 During the visit, it was observed as under: 1. The industry was in operation during the visit. 2. The industry has engaging in the manufacturing of M.S. bar heavy Round @ 240 MTD by using Steel, Ingots, Billets, Concast @ 254 MTD. 3. The industry has installed 01 no. of furnace and using PNG as fuel. 4. The industry has installed water meter on its submersible pump and its reading was 672.41 Kl in compliance of special condition. 5. The industry has installed 02 no. of DG Set of capacity 125 KVA and 82.5 KVA which are equipped with canopies and stacks of adequate height. 6. No generation of trade effluent as whole of the water used for the cooling purposes is being re-circulated. 7. There is only generation of domestic effluent which is being discharged onto land for plantation after septic tank. Moreover, the Board vide Head Office letter no. 768-97 dated 13/01/2021, decided as under: "The Board shall continue to grant consent to establish/consent to operate to the industries with the advisory to obtain necessary clearance for abstraction of ground water from the Punjab Water Regulation and Development Authority (PWRDA). However, aforesaid clearance shall not be insisted upon by the Board at the time of grant of CTE/CTO to the industries." PWRDA vide notification dated 27.01.2023 has exempted units from obtaining any permission of the authority, which are extracting not more than 300 cubic meters of ground water per month. In the subject cited case, the industry has mentioned ground water extraction @ 09 KLD. Considering 25 working days per month, ground water extraction will be 225 KL/month, which is less than 300 KL/month. Therefore, the unit does not require to obtain permission from the PWRDA. In view of above, if approved it is recommended that the renewal consent to operate under the provision Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted upto 31/12/2028 with suitable conditions and special conditions as under: 1. The industry shall obtain permission from the Punjab Water Regulation and Development Authority (PWRDA) for the abstraction of ground water and submit the same at Regional Office, Fatehgarh Sahib, if need be. 2. The industry will not generate and discharge any trade effluent without obtaining prior written permission of the Board. 3. The industry shall be liable to comply with the provisions of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981. 4. The industry shall plant trees wherever space is available inside and outside the unit. 5. The industry shall not undertake expansion without obtaining approval from the Board. 6. The industry shall promote use of alternatives of single use plastics (SUP) and awareness to discourage use of plastic, through their Corporate Environment Responsibility (CER) activities. 7. The industry shall ensure that there are no usages of single use plastic- thermocol disposable items such as water bottles / water pouches/water cups, plates, forks, spoons, straw etc. and single use decorating material made of plastic thermocol or any other non-biodegradable material in the premises.
