Kindly find attached the detailed inspection report along with agenda note. Further observations are as under:-
Renewal CTO Water + Air Applied
Earlier the Directions u/s 33-A of the Water (Prevention & Control of Pollution) Act, 1974 and u/s 31-A of the Air (Prevention & Control of Pollution) Act, 1981 was issued to the Punjab State Power Corporation Ltd to restore the electric connection of the industry upto 31.03.2023 which was further extended upto 25.12.2023 vide Board letter no. 1669-72 dated 27/06/2023 which was again extended upto 30.06.2024 vide Board letter no. 870-72 dated 14/03/2024 for temporary basis.
Simultaneously Consent to operate under Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Renewal/ASR/2024/24475912 dated 19/01/2024 up to 30/06/2024 and Under Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Renewal/ASR/2024/24651217 dated 19/01/2024 were extended up to 30/06/2024 for manufacturing of Media Craft Paper @ 5 T/day subject to the suitable condition mention therein.
Now the industry has applied for renewal of consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 details of the case are as under: -
1. The industry has submitted CA certificate dated 30.06.2024, with value of gross fixed assets as Rs. 2.54 Crore. The industry has already deposited Rs. 72,500/- vide Receipt No. 578306889 dated 28.12.2023 (including Rs. 500 as an application form fee) under Water Act, 1974 and Rs. 72,000/- vide Receipt No. 982953264 dated 28.12.2023 under Air Act, 1981, Rs. 7700/- (including Rs. 500/- as application form fee) vide Receipt No. 254752774 dated 13.07.2024 as consent fee under Water Act, 1974, Rs. 7200/- vide Receipt No. 541946224 dated 13.07.2024 as consent fee under Air Act, 1981. which is adequate up to 30/06/2029.
2. The industry has already deposited extended Bank Guarantee amounting Rs. 3,00,000 bearing no. INPB15650939094033U dated 10.08.2022 valid for a period of 09.08.2024 as an assurance as an assurance to achieve the permissible standards of effluent/emission as prescribed for such industry.
3. The industry has deposited Environmental Compensation vide R. No. 54/5458 dated 12.06.2023 amounting to Rs. 01 Lakh in this office.
4. Air emission samples of the industry was collected by the Board thrice on 10.03.2023, 08.05.2024 and 04.07.2024 and as per analysis report issued from Zonal Lab, Jalandhar vide letter endst no. 686-88 dated 20.03.2023, no. 1600-01 dated 17.05.2024 and no. 2060-61 dated 16.07.2024 the results of particular matters are within prescribed limit of the Board all the time.
The industry was already visited by this office on 04.07.2024 and observed as following:
1. The industry was in operation for manufacturing of media craft paper.
2. The industry has installed boiler of capacity 04 TPH and rice husk & wood chips was being used as fuel. It has provided dust collector and wet scrubber as APCD with the boiler section with stack of adequate height and sampling arrangement to facilitate emission sampling.
3. The industry has now provided 03 no. settling tanks in series as treatment for the trade effluent generated from the process. The industry is reusing approx. 95 % of effluent from the settling tanks back in the process and rest is using to plantation area.
4. The industry has developed plantation in area of 1.5 acre adjoining to its premises as per karnal technology in which eucalyptus tree have planted. The industry has also planted more eucalyptus tree in its premises and in plantation area.
5. The industry has one no. submersible pump as water source and it has provided flow meter at the outlet of this pump.
As per analysis report thrice from Zonal Lab, Jalandhar the industry has achieved the standard of particulate matter prescribed by the Board as explained above. The industry is complying the with the provisions of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 and conditions of the consent granted under both Act.
Keeping in the view of above, it is therefore recommended that: -
1. Renewal of consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 198 may be granted to the industry up to 30.06.2029 with suitable terms and conditions along with special conditions that: -
a) The industry shall re-circulate the entire treated trade effluent back into the process and in any case the industry is discharging its treated trade effluent onto land for plantation, it shall achieve the permissible standards as prescribed for such discharging.
b) The industry shall maintain daily record of the fresh water intake from the flow meter installed at the source of water supply. It shall also install a flow meter at the recirculation pipe and shall maintain record of the treated effluent re-circulated back into the process.
c) The industry shall always keep the raw material as well as rice husk (fuel in boiler) kept under the tarpals so as to prevent nuisance during the wind blowing.
d) The industry shall always maintain the house-keeping of its premises and shall always keep it neat and clean.
2. Directions may be issued to the PSPCL authorities to continue the electric supply to the industry permanently.
