File Note: 1. It is intimated that the industry is a small scale Orange category rice sheller unit. 2. Earlier, the rice sheller was granted consent to operate under Water Act, 1974 vide No. CTOW/Renewal/JAL/2019/10631797 & CTOA/Renewal/JAL/2019/10631707 dated 31.07.2019 valid upto 30.06.2024 for the production of Raw Rice @ 2 TPH, Rice Husk @ 0.6 TPH, Rice Bran @ 0.2 TPH with using of Paddy @ 3 TPH as raw material with suitable conditions mentioned therein. 3. Thereafter, the Rice Sheller was granted Consent to Establish (NOC) for Expansion Vide No. CTE/Exp/JAL2/2023/23484259 dated 06.09.2023 valid upto 05.09.2024 for addition of new land @ 8 Kanal 7 marla and for the production of Raw Rice @ 3.35 T/Hour, Rice Husk @ 0.9 T/Hour, Rice Bran @0.45T/Hour by using Paddy @5T/Hour with condition mentioned therein. 4. Now the rice sheller has applied for fresh consent to operate under Water (Prevention & Control of Pollution) Act 1974 & Air (Prevention & Control of Pollution) Act, 1981 for the production of Raw Rice @ 3.35 T/Hour, Rice Husk @ 0.9 T/Hour, Rice Bran @0.45T/Hour by using Paddy @5T/Hour with requisite document. 5. The Rice Sheller has deposited fee Rs. 42000/- Vide UTR/Reference No. CLBLN24156006701 dated 05.06.2024 Under Water (Prevention & Control of Pollution) Act, 1974 and Rs. 42000 & Rs 1000/- for Application form Fee vide UTR/Reference No. CLBLN24156006683 dated 05.06.2024 under Air (Prevention & Control of Pollution) Act, 1981. Adequate upto 30.06.2029. 6. The industry has deposited Bank Guarantee No. 38475582394 of Rs. 50,000/- which is valid upto 04.10.2024. 7. The industry was visited by officer of this office on 03.07.2024 & observed that:- 1. The Rice Sheller was not in operation due to off season. 2. The Rice Sheller has installed 02 no. dryer section and 1 no. Shelling section with cyclone separator with each separately as APCD. 3. The industry has provided stabilized movement area and developed plantation area along the boundary wall. The representative was guided to provide more 4. The domestic effluent is being discharged onto land for plantation after passing through septic tank. 5. The industry has provided Sheets in front of rice husk discharge area. Recommendation: - Keeping in view of above, it is recommended that fresh consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted to the industry upto 30.06.2029 with suitable conditions and special conditions that: - 1. The rice Sheller get its stack emission samples analyzed from Board’s Lab within one month after commissioning. 2. The industry will be bound to comply with the zoning regulation of the master plan in force and the grant of consent by the Board will not vest any right on the industry w.r.t. other stipulations by any authority or the zoning regulations of the master plan. 3. The industry is bound to comply with the zoning regularizations of Master Plan as and when notified and Board will not be liable for any loss incurred in case site falls under non-conforming zone. 4. The industry shall comply with the following code of practice notified by Punjab Govt., Deptt. of STE vide its Notification no. 10/48/2004-STE (4) /932 dated. 15/10/2013 which is reproduced as under:- Code of Practices i) All the processing sheds be covered and have minimum ventilation as per the recommendations of Director of Factories. ii) The industry should plant thick plantation of spreading crown varieties of evergreen trees all along the boundary wall of the rice sheller / saila plant. iii) All dust emitting points should be properly hooded and dust extracted to a common point. At this exhaust point, dust coming here will be passed through a dust control system and air will be emitted through a stack of height 3 meters above the roof of the building. iv) The industry shall not be located in High Tension Transmission Zone of Punjab State Power Corporation Limited. v) The management and handling of rice husk in the rice shelling units / saila plants should be done as under: a) All the rice shelling units / saila plants shall provide paved / brick roads / cement concrete roads/ metaled roads inside their premises for movement of vehicles, so as to prevent the generation of dust. b) The industry shall provide proper rice husk storage facilities inside the factory premises and the height of brick wall in front of the discharge point of rice husk area should be at least 10' high or 3.5' higher than the discharge point of the rice husk pipe (whichever is more) and the length of aforesaid brick wall should be at least 35' on each side of the rice husk discharge pipe. c) The industry shall provide a layer of wind screen of mild steel or some other similar material of at least 5' height above the brick wall. The wind screen system should have a porosity of ~30% to lower the wind velocities, thus reducing the amount of airborne particulate from storage, handling and loading / unloading areas of rice husk. d) The minimum diameter at the outlet of discharge pipe of rice husk be kept as 15'', which can be maintained by extending the existing discharge pipe with the help of a conical shaped pipe of at least 3' length. e) Wherever the height of rice husk is 3' or more, the industry shall cover the heap of husk with HDPE warp knitted fabric completely, except the area near the discharge pipe. The HDPE warp knitted fabric be made of 100% virgin high density polymer of at least 70 gm/m2 weight having 40-45 hole/inch2 to prevent wind blowing of stored husk. f) During transportation of rice husk through vehicles, it shall be covered from all sides with tarpaulin to prevent blowing of husk by winds. 5. The industry shall not consume any fuel except rice husk in dryer furnace for burning purposes without the prior written permission of the Board. 6. The industry shall dispose of the dust contained by APCD in an environmentally sound manner. 7. The industry shall keep the APCD in good running conditions at all the times and shall also operate the same properly and effectively so as to achieve the standards prescribed by the Board. 8. The industry shall provide proper and permanent approach to the sample collection facility and the same shall be maintained in proper conditions at all the times. 9. The industry shall dispose of fuel ash generated from the operation of dryer furnace in an environmentally sound manner and shall also maintain the record, in this regard. 10. The industry shall ensure that no air pollution problem or public nuisance is created in the area due to discharge of emissions from the industry. 11. Material need to be stockpiled and unused equipment to be placed between noisy operating equipment and other areas. 12. The consent to establish has been granted based on the documents submitted by the industry, if at any later stage the document submitted is found false/misleading than the industry may be liable for necessary action as per Board’s policy. 13. The industry should confirm to the following ambient noise levels prescribed under Rule 13 (1) of Noise Pollution (Regulation & Control) Rules, 2000 at their boundary limits: Sr. No. Parameters Day Time Night Time 1. The industry shall install noise limiter on potential polluting devices including retrofitting the existing devices. 15. Adequate measures shall be taken by the project proponent during construction phase to reduce ambient air and noise level, so as to confirm to the stipulated standard by CPCB/SPCB. 16. The maximum noise levels near the construction site should be limited to 75 dB(A) Leq (5 min) in industrial areas and to 65 dB(A) Leq (5 min) in other areas. (Competency Environmental Engineer)
