It is intimated that the industry was earlier granted consent to
establish by the Board vide no. CTE/Fresh/BAR/2024/26003388
dated 08/07/2024 valid upto 07/07/2025 for manufacturing of
Bituminous macadam @ 120 TPH by using Crushed stone
aggregates of different sizes and Bitumen @ 120 TPH as raw
material.
Now, the project has applied for obtaining fresh consent to
operate for same production i.e. manufacturing of Bituminous
macadam @ 120 TPH by using Crushed stone aggregates of
different sizes and Bitumen @ 120 TPH as raw material under the
Water Act, 1974 and the Air Act, 1981.
The project proponent has deposited consent fee of Rs. 14,500/-
vide UTR. No. 103153649 dated 15.07.2024 under the Water Act,
1974 and Rs. 14,500/- vide UTR. No. 175056983 dated
15.07.2024 under the Air Act, 1981 against the projected cost of
Rs. 40.12 Lacs, as per CA certificate dated 10.07.2024, which is
adequate upto 30/09/2029.
The project proponent has submitted approved building plan duly
approved by Competent Person approved by Director of
Factories, Punjab vide dated 15.07.2024.
The project proponent has submitted completion certificate of
water scrubber as APCD along with adequate stack with its hot
mix plant and adequate stacks with bitumen tank.
To verify the facts, the proposed site of the project was already
visited by the officer of this office on 19.07.2024 and it was
observed as under: -
1. The site is located at Fatehgarh Channa Raod, Village
Handiaya, Tehsil and District Barnala outside MC limits.
2. The industry has installed the hot mix plant but was not
operational during visit. The representative of industry informed
that plant will be operated after obtaining CTO which is pre
requisite for participating in tendering process.
3. The industry has installed all the machinery at site and ready to
operate the same.
4. The industry has installed the water scrubber as APCD along
with adequate stack with its hot mix plant and adequate stacks
with bitumen tank. The recirculation tanks for scrubbing effluent
are also provided.
5. The industry installed one D.G. of capacity 160 KVA with
canopy and adequate stack height, inside the premises and also
informed that there is no need of separate electric connection to
run hot mix plant as it is being operated on D.G set.
6. The industry has provided the adequate green belt around the
boundary area of the unit and the domestic effluent is being
discharge on to land for plantation after passing through septic
tanks.
Thus, the industry is complying with the conditions as mentioned
in the earlier granted NOC.
In view of the above, it is recommended that consent to operate
under the Water Act, 1974 and the Air Act, 1981 may both be
granted to the industry upto 30/09/2029 (upto adequacy of fee)
with usual conditions.
