1. It is intimated that the industry is a small scale orange category Rice sheller unit.
2. Earlier, the rice sheller was granted consent to establish/NOC under the Water (Prevention and Control of Pollution) Act, 1974 and under the Air (Prevention & Control of Pollution) Act, 1981 Vide No. CTE/Fresh/JAL2/2023/22626490 dated 04/07/2023 valid upto 03/07/2024 for the production of Raw Rice @ 4.50 MTD, Rice Husk @ 1.20 MTD, Rice Bran @ 0.60 MTD with using of Paddy @ 6 MTD as raw material with suitable conditions mentioned therein.
3. Now, the rice sheller has applied for fresh consent to operate under Water (Prevention and Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 through OCMMS of the Board.
4. The Rice Sheller has deposited Rs. 54000/- vide UTR/Reference no N192243144717590 dated 10.07.2024 under Water (Prevention and Control of Pollution) Act, 1974 & Rs. 54000/- vide UTR/Reference no N192243144698849 dated 10.07.2024 under Air (Prevention & Control of Pollution) Act, 1981. The sheller has deposited application form fee of Rs. 500/- vide UTR/Reference no N192243144770079 dated 10.07.2024 which is adequate upto 30.09.2028.
5. To verify the facts, the rice Sheller was visited by officer of this office on 03.07.2024 & observed that:-
• The Sheller was not in operation due to off season.
• The Rice Sheller has installed one drier section and one shelling section along with Cyclone Separator with each as APCD.
• The Rice Sheller has installed 1 No. D.G Set of capacity @125 KVA with canopy & with adequate stack height.
• The industry has provided stabilized movement area and developed plantation area along the boundary wall. The representative was guided to provide more plants in its premises.
• The domestic effluent is being discharged on to land for plantation after passing through septic tank.
• The industry has provided Sheets in front of rice husk discharge area.
Keeping in view of above, it is recommended that consent to operate under Water (Prevention and Control of Pollution) Act, 1974 and under the Air (Prevention & Control of Pollution) Act, 1981 may be granted to the rice sheller upto 30.09.2028 with suitable condition.
1. The industry will comply with code of practice prescribed by secretary to Government of Punjab, Department of Science Technology and Environment issued by no. 1532 dated 15.10.2013.
2. The rice sheller will obtain necessary permission from Central Ground Water Authority for extraction of ground water.
3. The industry shall submit approved building plan from competent authority within one month.
4. The rice sheller shall submit sample analysis report of shelling and dryer section from Board’s Lab.
5. The industry shall install or upgrade the air pollution control device to achieve the amended emission standards, if any amendment made.
6. The industry shall provide proper and permanent approach to the sample collection facility and the same shall be maintained in proper conditions at all the times.
7. The industry shall dispose of fuel ash generated from the operation of dryer furnace in an environmentally sound manner and shall also maintain the record, in this regard.
8. The industry shall ensure that no air pollution problem or public nuisance is created in the area due to discharge of emissions from the industry.
