The industry is small scale red category unit. The industry was earlier granted consent to operate under Water Act, 1974 valid upto 30/06/2027 & Air Act, 1981 valid upto 2028-11-09 (auto renew) subject to the certain conditions mentioned therein. Thereafter, the industry had granted NOC for expansion under Water Act, 1974 & Air Act, 1981 alongwith requisite documents vide no. CTE/Exp/LDH2/2024/25517828 dated 19/06/2024 valid upto 18/06/2025 for additional product RUBBER CRUM @ 35 Ton/day The project proponent had submitted following proposals while grant of NOC :-
1. The project proponent had proposed to expand the production capacity of rubber re-claim from 30 TPD to 40 TPD and also propose to manufacture rubber crum @ 35 TPD 2. The industry had proposed to add only grinding machines in its premises for crum manufacturing and no other source of air/water pollution has been proposed to be added. 3. There was no additional generation of trade effluent as per the proposal.
Now, the industry has applied for varied consent to operate under Water Act, 1974 & Air Act, 1981 alongwith requisite documents. Accordingly, the site of the project was visited by RO on 11.07.2024 and it was observed that :-
1. The industry was not in operation during the visit due to power cut in the area.
2. The industry has installed one boiler of capacity 02 TPH attached trima cyclone followed by wet scrubber and with adequate stack height. During the visit wood was being used as fuel in the boiler.
3. The air emission sample of the industry was collected by RO on 06.06.2024 and as per the analysis report the SPM parameter was found to be 366 mg/NM3 against 500 mg/NM3 prescribed limits.
4. The industry has installed two crackers and three grinders. The industry has provided the hood attached with duct, duct is attach with close steel structure frame for capture of process emissions, which is being generated from crackers and grinding process. Process emissions is being collected into close steel structure frame, same is being reused in rotary auto clave.
5. No trade effluent is being generated from the process and domestic effluent is being discharged into sewer.
6. The industry has installed one DG set of capacity 180 KVA which is fitted with canopy.
7. The industry is complying with the consent conditions granted under Water Act, 1974 & Air Act, 1981.
RO recommended that consent to operate under the provisions of the Water Act, 1974 may be granted upto 30.06.2029 with appropriate conditions.
Keeping in view of above, it is recommended that consent to operate under the provisions of the Water Act, 1974 may be granted upto 30.06.2029 with appropriate conditions, please.
