It is submitted that the subject cited rice sheller unit was granted consent to operate under the Water Act, 1974 & the Air Act, 1981 for operation of unit to produce raw rice with dryer @ 2 TPH & Sorted Rice @ 2 TPH, vide no. CTOW/Renewal/MOG/2022/18644324 & CTOA/Renewal/MOG/2022/18644321 dated 25.05.2022, valid upto 30.09.2027, respectively with suitable conditions.
Now, the industry has applied for obtaining consent to operate for expansion operation of the unit under the Water Act, 1974 & the Air Act, 1981 for raw rice with dryer @ 5 TPH & Sorted Rice @ 2 TPH through OCMMS along with requisite documents. The details of the case as under:
• The industry has submitted latest CA certificate, stating value of fixed assets of Rs. 137.15 lakhs (including plant & machinery of Rs. 95.22 lakhs) as on 31.03.2024. The industry has increased its fixed assets of plant & machinery form 81.79 Lacs to 95.22 lacs.
• The industry had already deposited Rs. 42,000 each vide R.no N137221962094377 and N137221962117613 dt. 17.05.2022 under Water Act, 1974 and Air Act, 1981, respectively. This fee deposited by the industry is adequate for a period up to 30.09.2027 under the both Acts
• The industry has deposited Rs. 1800/- vide R.No. 649634147 dated 11.07.2024 as NOC regularization fee.
• The industry has submitted completion certificate regarding completion of installation work of cyclone separator as APCD installed with dryer section and shelling section, separately.
• The industry has submitted certificate vide no. 179 dated 24.08.2023 issued by the Executive Officer, Nagar Panchayat, Kot Ise Khan, District Moga which mentioned that the area of rice sheller unit is outside the Municipal limits of Nagar Panchayat, Kot Ise Khan (attached).
The industry was already been visited by the undersigned on 19.07.2024 during tour to the area and it was observed as under:
• The industry was not in operation due to off season.
• The industry has installed cyclone as APCDs with shelling section and paddy pre cleaner of dryer section, separately to contain the process emissions and the same was found in line / operationable condition with dust emitting points connected to the APCDs.
• The industry has provided stack of adequate height with the APCDs and provision to facilitate emission sampling.
• The industry has provided brick wall of adequate length with 10' height around husk discharge / storage area and further mesh wire of 5' height has been provided above the said wall in compliance to code of practice prescribed by the Govt. vide order dt. 15.10.2013.
• The industry has provided brick paving at movement area of vehicles, within its premises.
• The industry has provided septic tank for treatment of domestic effluent with provision to discharge onto land for irrigation.
• The industry has provided plantation along its boundary wall.
• The site of the industry falls outside the Municipal Limits of Nagar Panchayat, Kot Ise Khan as certificate issued vide no. 179 dated 24.08.2023 by the Executive Officer, Nagar Panchayat, Kot Ise Khan, District Moga. The site of industry is suitable for expansion i.e. for increase in capacity from raw rice with dryer @ 2 TPH to raw rice with dryer @ 5 TPH in the existing premises.
• The industry is complying with the provisions of the Water Act, 1974 & Air Act, 1981 as well as code of practice prescribed by the Govt. vide order dt. 15.10.2013.
Keeping in view of above, it is recommended that consent to operate applied by the industry under the Water Act, 1974 & the Air Act, 1981 may be granted for operation of unit to manufacture raw rice with dryer @ 5 TPH and sorted rice @ 2 TPH for a period upto 30.09.2027 to the industry with suitable conditions along with special conditions that:
i. The industry will get its stack emissions samples analyzed from Board's lab.
ii. The industry will not increase its land area without prior consent to establish (NOC) of the Board.
iii. The industry will discharge only treated domestic effluent onto land for plantation / green belt.
iv. The industry shall not increase its existing land area without prior permission of the Board.
v. The industry shall not increase its production capacity without the prior written permission/NOC of the Board.
vi. The industry shall comply with the code of practice notified by the Govt. of Punjab, Department of Science, Technology & Environment vide order dated 15.10.2013 as follows:
i) All the processing sheds be covered and have minimum ventilation as per the recommendations of Director of Factories.
ii) The industry should plant thick plantation of spreading crown varieties of evergreen trees all along the boundary wall of the rice sheller/ Saila plant.
iii) All dust emitting points should be properly hooded and dust extracted to a common point. At this exhaust point, dust coming here will be passed through a dust control system and air will be emitted through a stack of height 3 meters above roof of the building.
iv) The management and handling of rice husk in the rice shelling units/ Saila plants should be done as under:
(a) All the rice shelling units/ Saila plants shall provide paved/brick roads/cement concrete roads / metalled roads inside their premises for movement of vehicles, so as to prevent the generation of dust.
(b) (i) The industry shall provide proper rice husk storage facilities inside the factory premises and the height of brick wall in front of the discharge point of rice husk area should be at least 10' high or 3.5' higher than the discharge point of the rice husk pipe (whichever is more) and the length of aforesaid brick wall should be at least 35' on each side of the rice husk discharge pipe.
(ii) The industry shall provide a layer of wind screen of mild steel or some other similar material of at least 5' height above the brick wall. The wind screen system should have a porosity of ~30% to lower the wind velocities, thus reducing the amount of airborne particulate from storage, handling and loading/unloading areas of rice husk.
(iii) The minimum diameter at the outlet of discharge pipe of rice husk be kept as 15'', which can be maintained by extending the existing discharge pipe with the help of a conical shaped pipe of at least 3'length.
(iv) Wherever, height of rice husk is 3' or more, the industry shall cover the heap of husk with HDPE warp knitted fabric completely, except the area near the discharge pipe. The HDPE warp knitted fabric be made of 100% virgin high density polymer of at least 70 gm/m2 weight having 40-45 hole/inch2 to prevent wind blowing of stored husk.
(c) During transportation of rice husk through vehicles, it shall be covered from all sides with tarpaulin to prevent blowing of husk by winds.
