It is intimated that the industry is small scale orange category unit was granted consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 through vide no. CTOW/Renewal/FGS/2023/21797734 dated 15/06/2023 valid upto 30/09/2026 and CTOA/Varied/FGS/2023/21797746 dated 23/05/2023 valid upto 30/09/2026 for the manufacturing of Forged Rolls, Shafts, Bars, Square, Rounds, Flange @ 7 MTD.
Now, the industry has applied for varied consents to operate under the provisions of the Water (Prevention & Control of Pollution) Act, 1974, and the Air (Prevention & Control of Pollution) Act, 1981, for the production of Forged Rolls, Shafts, Bars/Squares, Rounds, and Flanges @ 7 MTD with the requisite documents. The industry has dismantled a furnace with a capacity of 20 T/day that was operated on furnace oil. Now, the industry has only one furnace of capacity 07 TPH, which is operated on PNG.
As per record of the industry the consent fee under the Water (Prevention & Control of Pollution) Act, 1974 is adequate upto 30/09/2026 and under the Air (Prevention & Control of Pollution) Act, 1981 is adequate upto 30/09/2028. Now the industry has submitted CA certificate of fixed assets of Rs. 227.70 Lakhs as on 31/03/2024 as per CA certificate dated 23/05/2024 the consents fee is adequate upto 30/09/2026 as per the order dated 29/10/2018.
To verify the contents, the industry was visited by the AEE of this office on 17/07/2024 During the visit, it was observed as under:
1. The industry was in operation during the visit.
2. The industry is engaging in the manufacturing of Forged Rolls, Shafts, Bars/ Square, Rounds, Flange @ 07 MTD by using Steel ingot, billets, blooms, etc. @ 10 MTD.
3. The industry has installed 01 no. of furnace of capacity 07 TPH and using PNG as fuel. The industry has installed 01 no. of hammer of capacity 03 Tons.
4. The industry has installed 04 no. of Lathe and 01 no. of CNC machine.
5. The industry has not installed a water meter on its submersible pump because it has not been in operation since September 2023.
6. The industry has installed DG Set of capacity 125 KVA which are equipped with canopy and stack of adequate height.
7. No generation of trade effluent. There is only generation of domestic effluent which is being discharged onto land for plantation after passing through septic tank.
The industry is located in industrial zone as per the Master Plan of Mandi Gobindgarh. The industry is complying with the provision of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981.
Moreover, the Board vide Head Office letter no. 768-97 dated 13/01/2021, decided as under:
"The Board shall continue to grant consent to establish/consent to operate to the industries with the advisory to obtain necessary clearance for abstraction of ground water from the Punjab Water Regulation and Development Authority (PWRDA). However, aforesaid clearance shall not be insisted upon by the Board at the time of grant of CTE/CTO to the industries."
PWRDA vide notification dated 27.01.2023 has exempted units from obtaining any permission of the authority, which are extracting not more than 300 cubic meters of ground water per month.
In the subject cited case, the industry has mentioned ground water extraction @ 2.6 KLD. Considering 25 working days per month, ground water extraction will be 65 KL/month, which is less than 300 KL/month. The industry has not required to obtain permission from Punjab Water Regulation and Development Authority (PWRDA).
In view of above, if approved it is recommended that the varied consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for the manufacturing of Forged Rolls, Shafts, Bars/ Square, Rounds, Flange @ 07 MTD may be granted upto 30/09/2026 with suitable conditions and special conditions as under:
1. The industry shall install water meter over the supply of fresh water within 7 days and shall submit the record of daily withdrawal/consumption at Regional Office, Fatehgarh Sahib on monthly basis.
2. The industry will not generate and discharged any trade effluent without obtaining prior written permission of the Board.
3. The industry shall maintain it's already stabilized its vehicular movement area within industry/entry/exit points, to suppress the dust emissions.
4. The industry shall not change/modernize its manufacturing process and shall not increase its production capacity.
5. The industry shall get its building plans approved from Competent Authority if there is any change with respect to the already approved building plans.
6. The industry shall install sensor/ Hooting system to sensitize the labor/worker as and when there will be nay leakage of gas occurs.
7. The industry shall depute skilled manpower to operate its unit based on PNG.
