File Note: It is submitted that the industry was granted consent to operate under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Renewal/SAS/2023/24387735 dated 24.12.2023 which is valid upto 30.06.2024 and Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Renewal/SAS/2023/24387713 dated 24.12.2023 which is valid upto 30.06.2024 for manufacturing of Bracket wall mount @ 4000 Nos./Day, AC Bracket @ 2500 Nos./Day, Tractor Parts @ 200 Nos./Day by using raw material as CR/HR SHEETS/COILS @ 6 MT/Day and Powder Coating @ 90 Kgs/day subject to certain terms and conditions mentioned therein. Now, the industry has applied for obtaining renewal of consent to operate under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for manufacturing of Bracket wall mount @ 4000 Nos./Day, AC Bracket @ 2500 Nos./Day, Tractor Parts @ 200 Nos./Day by using raw material as CR/HR SHEETS/COILS @ 6 MT/Day and Powder Coating @ 90 Kgs/day alongwith requisite documents. The project proponent has submitted CA certificate with the value of fixed assets of Rs. 4.28 crore increase from 4.11 crore. Earlier, the project proponent has deposited Rs. 72,000/- Vide R no. 672034026 dated 17.03.2023 under Water Act, 1974 and Rs. 72,000/- vide R no. 510183790 dated 17.03.2023 under Air Act, 1981. After deduction of NOC regularization fee, the consent fee under Water (Prevention & Control of Pollution) Act, 1974 is adequate upto 31.12.2026 and consent fee under Air (Prevention & Control of Pollution) Act, 1981 is adequate upto 31.10.2027. The industry has submitted compliance report of the conditions of the previous granted consent to operate under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981. The industry has submitted analysis report of stack emission samples report carried out by NABL approved laboratory i.e. M/s Environ Tech Laboratories on 07.12.2023, the conc. No. Parameter Results (mg/Nm3) Limits (mg/Nm3) CPCB-2010 Test Method 1 Particulate Matter (PM) 56.2 150 IS 11255 (Part 1) The site of the industry was visited by the undersigned on 11.07.2024. During visit, it was observed as under: 1. The industry was in operation and is engaged in the process of manufacturing of AC Bracket, Bracket wall mount and tractor parts. 2. The industry has installed power presses, bending turning machines, welding machines etc. 3. The industry is also doing phosphating using 9 tank process and has installed water meter on the pipeline leading to phosphating section and is maintaining the record of the same. The record of past 6 months of consumption of fresh water & wastewater lifted to CETP was checked, which was found in consonance. 4. The water auditing of the industry has been carried out from 01.01.2024 to 11.07.2024 and it was observed that the industry has used fresh water for phosphating process @ 49.42 KL with opening balance of 2 KL and has lifted 51 KL effluent to CETP operator. The industry has provided storage tank of capacity 2000 ltr and about 200 ltr effluent was found stored. The effluent generated and lifted is almost similar. 5. The industry had signed an agreement of 16000 ltr/month with the CETP Chanalon for lifting of the trade effluent. 6. During visit, the project proponent has shown manifest slip for lastly lifted trade effluent @ 2000 ltr to CETP Chanalon vide manifest no. 2480 dated 10.07.2024. 7. The industry has provided 2 no. paint booth which are provided with catridge filters as APCD and stacks. 8. The industry has also provided 2 no. LPG fired paint baking ovens which are provided with stacks. 9. The industry has installed 1 no. shot blast with dust collector followed by stack. 10. The industry has provided one no. DG set of capacity of 125 KVA with canopy and stack of adequate height In view of the above, it is recommended that the consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted upto 31.12.2026 subject to suitable conditions and following condition that: 1. The industry shall not discharge any kind of trade effluent outside the premises. 2. The industry shall maintain the record of fresh water consumption as well as trade effluent lifted by the CETP operator. Competency: Senior Environmental Engineer.
