The school is a small scale orange category unit and was given personal hearing before the SEE, ZO-2, Ludhiana on 24.05.2024, wherein it was decided as under:-
1. The school shall provide adequate treatment arrangement and disposal for effluent generated from their premises.
2. The school shall take adequate pollution control measures to control the air emissions form the premises of the school, provide adequate stack height/canopy to the D.G sets and shall comply with the provisions of the Air Act, 1981.
3. The school shall apply, within 10 days, for CTO under the Water Act, 1974 and Air Act, 1981.
4. The school shall apply for registration under the E-waste Management Rules, 2022 and also make compliance of the E-waste Management Rules, 2022.
5. The school shall ensure compliance of the provisions of Solid Waste Management Rules, 2016 and shall devise the ways & means to minimize the generation of all kind of wastes through REDUCE, REUSE and RECYCLE activities.
6. The school shall also develop the vermicomposting/composting to manage the bio degradable solid waste. The school shall not Throw, burn or bury any solid wastes in open, outside premises or in drain/ water bodies.
7. The school shall ensure compliance of Plastic Waste Management Rules, 2016.
8. The school shall ensure that no pressure horns are use on any of their vans / buses including outsourced buses.
9. The school shall ensure that there are no usages of plastic carry bags and single use plastic/ thermocol disposable items such as water bottles / water pouches /water cups, plates, forks, spoons, straw etc. and single use decorating material made of plastic-termocol or any other non-biodegradable material in the premises.
10. The school shall carry out awareness and perform/ promote its activities as well as use of alternatives of single use plastic (SUP) and awareness to discourage use of plastic.
11. It was made clear to the school that in case it is again found violating the provisions of the Environmental Laws, strict action may be taken as per law without any further notice/ opportunity of personal hearing.
12. Environmental Engineer, Regional office-4, Ludhiana shall visit the school to verify the compliance and process the Consent application of the school on merits.
Now, the school has applied for obtaining fresh consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981. The school has submitted requisite documents through OCMMS……………………………….
The school has deposited consent fee, which is adequate upto 30.09.2028…………………...
To verify the facts, the school was visited by the AEE of RO on 15.07.2024 and it was observed as under: - 1. The school has approx. 300 students.
2. The school has submitted allotment letter from PUDA PUDA-EO-( )2001/5980 dated 17.07.2009.
3. The school has submitted certificate of affiliation from PSEB, as per which date of affiliation was 26.04.2009.
4. The representative of the school informed that the school falls in MCL limits and solid waste is being got lifted to MCL.
5. Domestic effluent is being discharged into MC sewer after passing through septic tank.
6. The school has installed 01 D.G set capacity of 62 KVA equipped with canopy. As such, the school is now complying with the provisions of Water Act, 1974 and Air Act, 1981 and decisions of personal hearing on 24.05.2024.
As proposed by Regional Office, may, if approved that consent to operate under Water Act, 1974 and Air Act, 1981 be granted upto 30.09.2028 subject to the suitable conditions and special conditions as under: - 1. The school shall apply for registration under the E-waste Management Rules, 2022 and also make compliance of the E-waste Management Rules, 2022.
2. The school shall ensure compliance of the provisions of Solid Waste Management Rules, 2016 and shall devise the ways & means to minimize the generation of all kind of wastes through REDUCE, REUSE and RECYCLE activities.
