Sir RO has reported that the unit has applied for obtaining fresh consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for Hallmarking of Gold Ornaments in their analytical lab. The unit has submitted No Due certificate in regard to property tax branch, water supply and sewerage, engineering department and other record which is issued from Municipal Corporation, Batala vide its letter no, 1625 dated 04/07/2024. The CPCB, New Delhi has issued guidelines for gold assaying and hallmarking centers in Oct 2020. In this guidelines not siting criteria for gold assaying and hallmarking centers has been framed. The unit falls in orange category in small scale sector according to latest categorization and competency to decide the case lies with the Senior Environmental Engineer, Zonal Office, Amritsar. The unit has submitted all the requisite documents along with C.A. Certificate showing value of gross fixed assets 19.20/- as on 20/05/2024. The unit has deposit Rs. 10800/- vide online UTR No. 481003013 dated 16/07/2024 & Rs. 9500/- vide online UTR No. 403145697 dated 16/07/2024 under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 including Rs. 1800/- as NOC Regularization fee and Rs. 500/- as FDF the validity of fee deposited by the unit is adequate for the period upto 30.09.2029 under both Acts. The unit was visited on 18/07/2024 and it was observed as under:- 1. The unit is a Gold Hallmarking center. 2. The unit has installed 03 no. small muffle furnace and one 01 no. Hot Plate in an enclosure. 3. As per guidelines made by CPCB the unit has provided water scrubbing system with water circulation pump and same was attached with Hot Plate Chamber and muffle furnace. The system has provided to control fumes being generated/to be generated from cupellation process. 4. The unit has not installed any D.G. set.
RO has recommended that the consent to operate under Air (Prevention & Control of Pollution) Act, 1981 & Water (Prevention & control of Pollution) Act, 1974 may be granted to the unit for a period upto 30.09.2029 with suitable terms and condition along with a special conditions that:-
1. The unit shall apply for obtaining Authorization under HWM Rules, 2016 as per policy of the Board.
In view of above, it is recommended that the consent to operate under Air (Prevention & Control of Pollution) Act, 1981 & Water (Prevention & control of Pollution) Act, 1974 may be granted to the unit for a period upto 30.09.2029 with suitable terms and condition along with a special conditions as under:-
1. The unit shall submit the emission analysis report from Board's Lab within 02 months from the issuance of the consent.
2. The unit shall not generate any effluent from its premises.
3. The unit shall submit the Building plan approved by the competent person from the Deputy Director of Factories, Punjab.
4. The unit shall apply for obtaining Authorization under HWM Rules, 2016 as per policy of the Board.
5. The unit shall make agreement with NIMBUA GREENFIELD PUNJAB LIMITED for disposal of hazardous waste category 9.2 (Lead Ash).
