The RO has submitted reply of the observations as raised by this office which is as under:
1. The industry has sought consent for discharge of 50 KLD (Trade 49.5 KLD and domestic 0.5 MLD) into conveyance system of 50 MLD CETP. 2. The industry has installed 03 soft flow dyeing machines (2 X 300 Kg and 1 X 450 Kg) having total 07 chambers/mouths. As per GNE Calculations, discharge of the industry will be 07 x 20 = 140 KLD. Thus, 01 machine of 450 Kg & 01 mouth/ chamber of 01 machine of capacity 300 Kgs is required to be sealed....................................
In light of above, may if approved:
1. ‘Consent to operate’ under the Water (Prevention & Control of Pollution) Act, 1974 =be granted for period upto 31.12.2024 for operation of dyeing unit for dyeing of cloth @ 600 Kgs/day along with the discharge of trade effluent & domestic effluent @ 50 KLD into conveyance system of CETP 50 MLD subject to the condition that: a) The industry should either take measures to control its inlet parameters by good practices and selection of good chemicals for processing or shall operate and maintain its existing effluent treatment plant (ETP), regularly and efficiently, so as to achieve the inlet effluent standards of CETP as per DPR. b) The industry shall stop discharging its effluent in case due to any reason the CETP is not operational or dedicated conveyance system is overflowing. c) The industry shall maintain the record of flow meter installed at outlet leading to CETP. d) The industry shall not generate/discharge trade & domestic effluent more than 50 KLD. e) The industry shall not install any new dyeing/ water polluting machinery without permission of the Board. f) The industry shall discharge the whole consented effluent into dedicate sewer line leading to CETP for final treatment in accordance to the shares allotted to the unit. g) The industry will also dismantle any other connection available for discharge of effluent either into public sewer or PDA conveyance system. h) The industry will install EMF at inlet water supply also within 01 month i) The industry shall make adequate arrangements to minimize the consumption of fresh water………………………………….
2. Directions u/s 33-A of the Water (Prevention & Control of Pollution) Act, 1974 may be issued to the PSPCL Authorities for restoration of electricity connection of the industry temporarily for six months………………………………….
3. Directions u/s 33-A of the Water (Prevention & Control of Pollution) Act, 1974 may be issued for sealing of 01 machine of 450 Kg & 01 mouth/ chamber of 01 machine of capacity 300 Kg soft flow machine of the industry………………………………….
