It is submitted that the Regional Office has reported that “the industry has installed the hot mix plant but was not operational during visit. The representative of industry informed that plant will be operated after obtaining CTO which is pre requisite for participating in tendering process”.
Therefore, the SOPs could only be verified when the plant is operational. Furthermore, the consents for the long term could be granted with condition that Regional Office shall visit the industry within one month of commissioning of the unit to collect stack emission sample as well as to verify the compliance of SOPs. In case of any violations, Board can take any appropriate action at any point of time.
