• It is submitted that the industry was granted consent to establish (NOC) under the Water Act, 1974 & Air Act, 1981 for production of fortified rice @ 50 MTD, vide no. CTE/Fresh/BTI/2023/23799710 dated 13.10.2023, valid upto 12.10.2024, with suitable conditions mentioned therein..
• Now, the industry has applied for obtaining fresh consent to operate under the Water Act, 1974 & the Air Act, 1981 for same production capacity alongwith requisite documents.
• The details of the case as under:
• The industry has submitted latest CA certificate dated 24.06.2024, stating value of fixed assets of Rs. 152.58 lakhs (including plant & machinery of Rs. 44.94 lakhs) as on date.
• The industry has deposited consent fee of Rs. 32000/- vide UTR No. KKBKH24190876237 dated 08.07.2024 under the Water Act, 1974 & Rs. 32000/- vide onlilne R. No. KKBKH24190876651 dated 08.07.2024 under the Air Act, 1981, which is adequate upto 30.06.2028 (after deducting the 50% penalty under both the acts) as per Board's order dated 29.10.2018.
• The industry has submitted principle approval from invest Punjab portal, copy of MoA and Certificate of Incorporation.
• The industry was visited by the undersigned (AEE) on 23.07.2024 and observed as under:
1. The industry was not in operation during visit. The industry installed the machinery and complete the civil work.
2. The industry has installed cyclone as APCD with Pulverizer.
3. The industry has installed wood fired baby boiler of capacity 500 kg and stack of adequate height has been provided with it.
4. The industry has provided septic tank for treatment of domestic effluent with provision to discharge onto land for irrigation. RO reject of the industry is discharged to plantation developed along the boundary wall.
5. The industry has provided sapling along its boundary wall.
6. The industry has provided DG set of capacity 200 KVA equipped with canopy.
The industry is complying with the provisions of the Water Act, 1974 & Air Act, 1981.
Keeping in view of above, if approved, the industry may be granted Consent to operate under the provisions of Water Act, 1974 and Air Act, 1981 for production of fortified rice @ 50 MTD for a period upto 30.06.2028 with suitable conditions and special conditions that:
1. The waste water from RO shall meet with the general standards of 2100 mg/l and the industry shall provide adequate arrangements for the disposal of the treated water or shall use for inhouse purpose including flushing etc.
2. The pulverizer installed by the units for grinding purpose shall have inbuilt dust control system or shall be equipped with appropriate pollution control system, so as to control the dust emissions if any.
3. The industry will develop the plantation area along the boundary wall for the disposal of treated domestic effluent.
4. The industry will comply with Master Plan, Rampura Phul as and when notified and in case, the site of the industry falls in non-conforming zone of the Master Plan, the industry will be bound to shift its premises to conforming zone.
5. The industry shall ensure to utilize the RO reject from the underground collection tank for dual flushing purpose and onto land for plantation before the upcoming milling season.
