File Note: It is submitted that the industry is a Small Scale, orange Category new identified unit and is engaged in the manufacturing of Steel Forging. The industry was issued show cause notice for violation of provisions of the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 with an opportunity of personal hearing before the Senior Environmental Engineer, Zonal Office-I, Ludhiana on 03.06.2024 in which following decisions were taken:- 1. The industry shall make proper arrangements as per norms of the Board for control of noise from operation of the machinery. 2. The industry shall submit a Bank Guarantee of Rs. 1.0 lac as an assurance for the compliance of pollution Control Laws in future within 07 days. 3. The industry shall apply for consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 within 15 days. 4. The Environmental Engineer, Regional Office shall verify the submission of the industry and process consent applications on merits. Now, the industry has applied fresh consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for manufacturing of Steel Forging @ 2 MTD using Steel Rounds @ 3 MTD as raw material alongwith requisite document and fee. To verify the compliance of the decisions of personal hearing, the industry was visited by the undersigned on 18.07.2024 and the details of visit are as under:- (A) Point-wise Compliance of the decisions of personal hearing is as under:- 1. The industry has made proper arrangements to control of noise from operation of the machinery by servicing of hammers. 2. The industry has submitted a Bank Guarantee of Rs. 1.0 lac of Punjab National Bank, Branch Miller Ganj, Ludhiana bearing No. 02980ILG000224 dated 03.07.2024 valid upto 02.07.2025 as an assurance for the compliance of pollution Control Laws in future in this office. 3. The industry has applied for consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 alongwith required documents fee and are being processed on merit. (B) The other details of visit are as under:- 1. The industry was in operation during visit and the industry engaged in the manufacturing of Steel Forging of gen. items. 2. It has installed 03 hammers of capacity 1.5 Ton, 1.25 Ton and 1.0 Ton with induction heaters. Now, it is having 01 shot blast machine with bag filter as APCD with adequate stack height and other allied machinery. 3. The manufacturing process involves: Raw material Cutting  Heating  Forging  Trimming  Packing. 4. There is no source of generation of trade effluent. Cooling water is re-circulated and domestic effluent is discharged onto land for plantation through septic tank. 5. Now, the industry is having one D.G set of capacity 125 KVA, with canopy and adequate stack height which was under repair. 6. As per DTP, Ludhiana letter No. 1467-DTP(L)/M2A dated 19.06.2024, as per approved Master Plan, Ludhiana (2007-31), the site of the industry falls in industrial zone. 7. As per CA certificate submitted by the industry the value of total fixed assets is Rs. 126.83 Lacs as on 31.03.2024. 8. As per consent applicable form the Date of Commissioning of the industry is June, 2017, 9. The industry has deposited the consent/NOC Regularisation fee/Consent form fee as under:- (i) Rs. 168000/- R.No. N192243145247734 dated 10.07.2024 as Consent Fee under Water Act, 1974. (ii) Rs. 168000/- vide R No. N192243145298057 dated 10.07.2024 as Consent Fee under Air Act, 1981. (iii) Rs. 8400/- R.No. N192243145293815 dated 10.07.2024 as NOC Regularization fee (iv) Rs. 500/- vide R No. N192243145289767 dated 10.07.2024 as Application form fee 10. The consent fee deposited by the industry is adequate upto 31.07.2029 Keeping in view of the above, it is recommended that consent to operate under Water (Prevention and Control of Pollution) Act, 1974 may be granted upto 30.06.2029 to the industry.
