File Note: It is submitted that the hospital has obtained auto renewal authorization under Bio Medical Waste Management, Rules, 2016 for 10 beds capacity vide nos. BMW/Renewal/FDK/2024/25411445 dated 12.04.2024, has expired on 12.04.2029, with conditions mentioned therein. Now, the HCF applied for obtaining fresh consent to operate under the Water Act, 1974 & the Air Act, 1981 for bed capacity @ 10 numbers and attached requisite documents, details of the case is as under: • The HCF has submitted copy of an agreement with common facility of M/s Med Waste Solution Pvt. Ltd., authorized by the Board with validity upto 28.02.2025 of bed capacity 10 beds. • The HCF has deposited authorization fee of Rs. 13000/- vide UTR / Ref. No. N192243146132608 dated 10.07.2024 under Water Act, 1974 and Rs. 13000/- vide UTR / Ref. No. N192243146143508 dated 10.07.2024 under Air Act, 1981, which is valid upto 30.09.2029 under both the Acts. • The HCF has submitted undertaking, stating that the HCF is 10 bedded hospital and is treating its liquid waste generated from the hospital using sodium hypochlorite solution and discharge into MC sewer and further has given assurance that it shall always comply with the effluent standards as Prescribed by MOEF for discharging of Hospital effluent • The HCF has submitted copy of receipts issued by CBWTF regarding lifting of bio waste generated within the premises of HCF. The HCF is discharging its wastewater into STP Kotkapura. MC Kotkapura has installed and commissioned terminal STP. Now, the Board vide office order no. 379 dt. 23.10.2023 has decided as under: "that HCFs up to 30 bed capacity which are discharging their liquid waste into public sewer and operating within MC limits of towns, where terminal sewage treatment plants (STPs) have been installed, shall be granted consents to operate under the Water Act, 1974 and the Air Act, 1981 as well as authorization by Punjab Pollution Control Board (PPCB) without installation of individual ETPS, as an interim arrangement, subject to the condition that HCFs shall ensure to comply with the effluent standards as notified by the Ministry of Environment, Forest and Climate Change under Bio Medical Waste Management, Rules, 2016 as amended upto date and subsequent amendments if any." The HCF was visited by undersigned on 23.07.2024 and it was observed as under:  The HCF is a 10 no. bedded hospital.  The bio-medical waste generating points of HCF were visited and found that segregation of bio medical waste proper as per Bio Medical Waste Management Rules, 2016.  The HCF has provided card board boxes with blue tape for the disposal of glass waste.  The HCF has provided needle destroyers in the emergency wards.  The HCF is pre-treating its liquid waste by diluting with Sodium hypochlorite solution and discharge into MC sewer.  The HCF has maintained the record for lifting the bio medical waste to the CBWTF. The HCF is also fixing bar code stickers on the bags.  The HCF has provided final waste collection room along with a bio hazard symbol.  The HCF has also maintained the record of training imparted to the personnel's collecting and handling bio medical waste. In view of above, the HCF is complying with the provisions of the Water Act, 1974 & the Air Act, 1981 as well as Bio Medical Waste Management, Rules, 2016. Moreover, as per the office order no. EPA/2017/No. 5261-86 dated 15/12/2017 the competency of upto 50 beds HCEs and Labs and Blood Banks, Pathological Lab, Veterinary Institutions / Animal House etc lies with the Environmental Engineer of the Regional Office's. In view of above, if approved the consent to operate under the Water Act, 1974 & the Air Act, 1981 may be granted for bed capacity @ 10 numbers upto 30.09.2029 subject to the same conditions and following additional conditions: 1. The HCF shall be ensure to comply with the effluent standards as notified by the Ministry of Environment, Forest and Climate Change, under Bio-Medical Waste Management Rules, 2016 as amended up to date and subsequent amendments if any. 2. There is no claim of continuation of HCF in present premises on the basis of this consent. The HCF has to comply with the zoning regulation of master plan & to be shifted from the site as and when asked by the Govt./PPCB/ or any concerned Govt. agency. 3. The HCF will apply for fresh consent to operate / authorization if it increases its bed capacity. Competency: Environmental Engineer
