File Note: It is submitted that the industry was granted consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Renewal/PTA/2023/23612282 dated 03/10/2023 and under the Air (Prevention and Control of Pollution) Act, 1981 vide no. CTOA/Renewal/PTA/2023/23612093 dated 03/10/2023, both are valid upto 30/09/2024 for manufacturing of Rice @ 3.0 T/Hour by processing of Paddy @ 4.5 T/Hour (without drier) under orange category subject to conditions mentioned therein. The industry has also obtained Consent to Establish (NOC) from pollution angle under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention and Control of Pollution) Act, 1981 vide no. CTE/Exp/PTA/2023/22904022 dated 08/08/2023, valid upto 19/07/2024 for manufacturing of Rice @ 4.0 T/Hour by processing of Paddy @ 6.0 T/Hour (with drier of capacity 18 T/batch capacity) under orange category subject to conditions mentioned therein. Now, the industry has applied for varied of consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention and Control of Pollution) Act, 1981 for manufacturing of Rice @ 4.0 T/Hour by processing of Paddy @ 6.0 T/Hour (with drier) under orange category along with requisite documents. The industry has deposited Rs. 3600/- vide online receipt no. POD028045858 dated 12.07.2024 on account of consent fee under the Water Act, 1974 and Rs. 3600/- vide online receipt no. POD028045874 dated 12.07.2024 on account of consent fee under the Air Act, 1981, which were adequate upto 30.09.2025 against the fixed assets of Rs. 53.80 lakh as on 05.07.2024 as per CA certificate dated 06.07.2024 submitted by the industry. The industry has submitted compliance report of consent conditions earlier granted to it under the Water (Prevention and Control of Pollution) Act, 1974 and the Air (Prevention and Control of Pollution) Act, 1981 and earlier granted consent to establish (NOC) from pollution angle under the Water Act, 1974 and the Air Act, 1981. Accordingly, the industry was visited by the AEE on 23.07.2023 to verity the contents of the application and it was observed as under: i) The rice sheller was not in operation due to off season. ii) The industry has installed cyclone as APCD with the pre-cleaner of the drier section and separate cyclone with the milling section to control process emissions. iii) The industry has provided paved roads inside their premises for movement of vehicles, so as to prevent the generation of dust. iv) The rice sheller has provided brick wall of about 10' height approximately and wind screen of 5 ft height over it as per latest code of practice in the husk disposal area so as to maintain a free Board of 3.5 ft above the discharge point of rice husk. v) The industry has provided septic tank for the treatment of domestic effluent generated from its premises and the treated domestic effluent was being utilized onto land for plantation along the boundary of the unit. The industry is complying with the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981and granted consent to establish (NOC) from pollution angle under the Water Act, 1974 and the Air Act, 1981. Keeping above in view, it is recommended that consent to operate under the Water (Prevention &Control of Pollution) Act, 1974 and the Air (Prevention and Control of Pollution) Act, 1981 granted to the industry may be renewed upto 30.09.2025 for manufacturing of Rice @ 4.0 T/Hour by processing of Paddy @ 6.0 T/Hour (with drier) under orange category subject to certain condition and following additional conditions that: 1. This consent is valid for manufacturing of Rice @ 4.0 T/Hour by processing of Paddy @ 6.0 T/Hour (with drier). 2. The rice sheller shall get its air emission sample analyzed from Boards Lab/NABL accredited Lab in the start of coming season and submit the same to this office within one month. 3. The rice sheller shall continue to abide by the new code of practice notified by Govt. Notification no. 10/48/2004-STE (4) /932 dated. 15/10/2013. i) All the processing sheds be covered and have minimum ventilation as per the recommendations of Director of Factories. ii) The industry should plant thick plantation of spreading crown varieties of evergreen trees all along the boundary wall of the rice sheller. iii) All dust emitting points should be properly hooded and dust extracted to a common point. At this exhaust point, dust coming here will be passed through a dust control system and air will be emitted through a stack of height 3 meters above the roof of the building. iv) The rice sheller shall get the building plans approved from the Competent person under the Factories Rule, 1952. v) The industry shall not be located in High Tension Transmission Zone of Punjab State Power Corporation Limited. vi) The management and handling of rice husk in the rice shelling units should be done as under: a) All the rice shelling units shall provide paved / brick roads / cement concrete roads/ metaled roads inside their premises for movement of vehicles, so as to prevent the generation of dust. b) The industry shall provide proper rice husk storage facilities inside the factory premises and the height of brick wall in front of the discharge point of rice husk area should be at least 10' high or 3.5' higher than the discharge point of the rice husk pipe (whichever is more) and the length of aforesaid brick wall should be at least 35' on each side of the rice husk discharge pipe. c) The industry shall provide a layer of wind screen of mild steel or some other similar material of at least 5'height above the brick wall. The wind screen system should have a porosity of ~30% to lower the wind velocities, thus reducing the amount of airborne particulate from storage, handling and loading / unloading areas of rice husk. d) The minimum diameter at the outlet of discharge pipe of rice husk be kept as 15'' which can be maintained by extending the existing discharge pipe with the help of a conical shaped pipe of at least 3' length. e) Wherever the height of rice husk is 3' or more, the industry shall cover the heap of husk with HDPE warp knitted fabric completely, except the area near the discharge pipe. The HDPE warp knitted fabric be made of 100% virgin high density polymer of at least 70 gm/m2 weight having 40-45 hole/inch2 to prevent wind blowing of stored husk. f) During transportation of rice husk through vehicles, it shall be covered from all sides with tarpaulin to prevent blowing of husk by winds. 4. The rice sheller shall put in place all the hoods, ductings& enclosures and other components of the APCD well before commissioning of the unit for the upcoming paddy shelling season and report the compliance in the regard to the Board prior to commissioning of the unit. 5. The industry is advised to obtain necessary clearance for abstraction of ground water from Punjab Water Regulation and Development Authority (PWRDA). 6. The industry shall not generate and discharge any kind of trade effluent and shall discharge only domestic effluent onto land for plantation after passing through septic tank. 7. The industry shall provide additional plantation all along the boundary wall of the unit within 15 days and submit compliance in this regard to the Board immediately thereafter. 8. The industry shall keep the APCD in good running conditions at all the times and shall also operate the same properly and effectively so as to achieve the standards prescribed by the Board. 9. The industry shall comply with the stack emissions standards as laid down by the Board and as amended from time to time by the Board/MoEF and shall be bound to upgrade/replace the APCD to achieve such revised standards.
