File Note: It is intimated that the industry was granted consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 which was valid upto 30.09.2028 with conditions mentioned therein. Thereafter, the stone crusher was visited by officer of this office on 05.03.2024 and observed that the stone crusher is not complying with the code of practice for stone crushers. Accordingly, the consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 were revoked/ cancelled vide no. 801 dated 28.03.2024. Thereafter, the stone crusher was given personal hearing before the Chief Environmental Engineer on 02.05.2024, wherein it was decided that : 1) The stone crusher shall submit a bank guarantee of Rs. 50000/- as an assurance to comply with the code of practice and the provisions of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981. 2) The stone crusher shall apply for consent to operate under the Wa and Air (Prevention & Control of Pollution) Act, 1981 within 15 days. In compliance of the deicisions of the personal hearing, the stone crusher has submitted bank guarantee of Rs. 50000/- bearing No. 0947-BG0003-24 dated 06.07.2024, which is valid upto 06.07.2025. Now, the stone crusher has applied for consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981. The stone crusher has submitted CA Certificate, earlier granted consents. The industry has already deposited Rs. 28000/- vide UTR No. 830600709 dated 25.01.2023 and Rs. 16800/- vide UTR No. 725470790 dated 25.01.2023. The fee deposited by the industry adequate upto 30.09.2027. The stone crusher was visited by the officer of the Board on 16.07.2024 and it was observed that: 1) The Stone crusher was not in operation during visit and contacted Sh. Ajay Pal During visit. 2) The stone crusher has completely covered the dust emitting points. 3) The Stone crusher has provided conventional chutes at the end of conveyor belts. 4) The stone crusher has got conducted any health survey of its worker nor any record of the same. 5) The stone crusher needs to plant more trees around the boundary. 6) The stone crusher has provided sprinklers at movement are of the vehicles. 7) The stone crusher has provided re-circulation tank for the recirculation of washed water. 8) The stone crusher has installed 04 no. submersible pump. 9) The stone crusher has installed 01 No. DG Set with canopy and adequate stack height. In view of above, may if approved, it is recommended that the consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted for the period upto 30.09.2025 with suitable terms and conditions and with special conditions that: 1. The stone crusher shall comply with the orders of NGT in O.A. No 57/2020 or any relevant orders of Competent Authority in related matter. 2. The stone crusher shall comply with the Punjab stone crusher policy 2022 implemented by Govt. of Punjab vide notification no. 5217/Crusher Policy dated 16/08/2022. 3. The stone crusher shall maintain the plantation cover around the periphery so as to comply with the code of practice 4. The industry shall obtain the registriation from Mining Department. 5. The Project Proponent shall obtained CLU from concerned Department within 02 months. 6. The industry shall comply with the code of practice prescribed by the Board. 7. The industry shall submit Approved Building Plan from the competent person under the Punjab Factories Act, 1948. 8. The stone crusher shall obtain permission from the Water Extraction of ground water the concerned Department. 9. The stone crusher shall comply with noise Rules ,2016 and ensured that no complaint regading operation of the stone crusher. 10. The stone crusher shall comply with the guidelines/code of practice of Environmental guidelines for stone crushing unit vide CPCB letter no. CP-12/9/2022-IPC-V-HO-CPCB-HO/1900 dated 01.08.2023 as circulated to the stone crusher within stipulated period. 11. The stone shall 100% re-circulate of the wastewater generated from its process.
