Sir, the point wise reply of the clarification raised by your good self is as under:-
1. Is rice sheller already operational at site for either partial or full production capacity for which earlier CTE was issued by the Board ? If so, request industry to apply for obtaining CTO for that particular production capacity before applying for fresh CTE. If not operational, mention status of construction activity/ installation of machinery at site.
Reply: The industry has not yet commissioned. No industrial activity is being carried out at site.
2. What is actual proposal now for production now ? saila rice @2 TPH @4 TPH as mentioned in agenda note what does it signifies ?
Reply: The industry has applied for obtaining consent to establish for the production of Sorted Raw Rice with Dryer/Steamed Rice @4.0 TPH/Saila Rice @ 2.0 TPH by processing paddy @ 6.0 TPH.
3. Comment on suitability of entire land site 29K 16.5 M including land marks as defined in SoP as observed during visit. Is the entire site fulfill distance criteria as prescribed in notification dated 15.10.13 by the GoP in the matter.
Reply: As per the report received from DTP Sangrur, Tehsildar, Dirba and the site visit by the undersigned, the entire land site 29K 16.5 M is meeting with the specific guidelines for the establishment of rice mill/saila plant framed by the Govt.
4. No details have been mentioned regarding boiler capacity , type and quantity of fuel to be used, APCD proposed and adequacy of the same.
Reply: The industry has submitted proposal to install boiler of capacity 8.0 TPH using rice husk as fuel attached with multi-cyclone separator as APCD and stack of adequate height. The proposal submitted by the industry is in order.
5. Mention technology to be adopted and components of ETP to be installed. Also comment on adequacy of the same w.r.t trade effluent proposed to be generated. Also check whether proposed trade effluent generation is in line with proposed saila rice production capacity.
Reply: The industry has proposed to install ETP based on biological treatment having components--- Equalization cum anaerobic tank Anaerobic Bio filter Aeration tank Secondary clarifier treated trade effluent onto land for plantation. For sludge from secondary clarifier, Sludge filter / drying beds. The industry has proposed to generate 72.0 KLD wastewater, which will be treated through ETP proposed and treated effluent will be discharged onto land for plantation in land area of 1.5 acre. The entire plantation are shall be developed as per karnal technology.
6. Mention revenue details of plantation area proposed to be developed for disposal of trade effluent. Is 10K 12 M separate and outside from 29k 16.5 M or is it within the same premises ? Attach map showing green area to be developed viz a viz project site. Is it to be developed as per karnal technology?
Reply: The industry has proposed to provide plantation area in 10 k 12 m having khasra no. 23, which is located outside the premises of industry. The site plan showing green areaffor plantation area proposed is attached.
7. what proposed investment in plant and machinery ? Also mention competency.
Reply: The proposed investment in plant & machinery is 4.9 cr. Hence the competency to decide the case is lies with the Environmental Engineer, Regional office, Sangrur.
8. is this office in receipt of original distance report from revenue as well as DTP authorities ?
Reply: Yes, this office in receipt of original distance report from revenue as well as DTP authorities
9. Is width of approach road is as prescribed in SoP?
Reply: Yes, width of approach road is around 25 ft and thus it is adequate as per SoP prescribed for such type of unit.
10. Attach Latha and aks Shajra of project site.
Reply: Attach Latha and aks Shajra is attached.
Keeping in view of above, if approved, the consent to establish (NOC) for setting up of rice sheller unit at proposed site located at Village Gujjran, Tehsil Dirba, District Sangrur to manufacture Sorted Raw Rice with Dryer/Steamed Rice @ 4.0 TPH / Saila Rice @ 2.0 TPH by processing of Paddy @ 6.0 TPH, as raw material may be granted to the industry with suitable conditions as per policy of the Board and special condition that:- 1. The industry shall comply with the terms and conditions mentioned in the DTP certificate vide letter no. 45 DTP (S) RS-I dated 04.01.2024 by the Competent Authority.
2. The industry shall shift the electric line of 11 KVA from the proposed site before the start of construction work below this electric line.
