File Note: The industry has applied for obtaining fresh consent to operate under the Water Act, 1974 and the Air Act, 1981 through OCMMS for manufacturing of Syrup @ 300 Kgs/day and Bee Wax Sheet @ 600 Kgs/day under orange category. Details of the case are as under: 1) The industry has submitted copy of change of land use certificate for land area of the unit vide memo no. 112 STP(L)/TWT2A dated 07.01.2016 issued by the Department of Town & Country Planning for area of 21 kanal 2 marlas bearing from khasra no. 101//7 (8-0) 8(8-0) 9(5-2), in the revenue estate of Village Kotkapura, Tehsil Kotkapura, District Faridkot. In the same report, it is also mentioned that the site of the industry falls in industrial zone as per notified Master Plan of Kotkapura……… 2) The industry has submitted possession report from the revenue authorities. As per which, proprietor of the industry is owing its land.….. 3) The industry has submitted CA certificate showing the value of gross fixed assets as Rs. 241.11 Lakhs. Accordingly, the industry has deposited Rs. 1,09,200/- vide UTR/Ref No. POD028290635 dated 15.07.2024 & Rs. 32,400 vide UTR/Ref No. 540098836 dated 24.07.2024 under the Water Act 1974 and Rs. 1,09,200/- vide UTR/Ref No. POD028290731 dated 15.07.2024 & Rs. 32,400 vide UTR/Ref No. 587737918 dated 24.07.2024 under the Air Act, 1981, which is adequate for a period upto 30.09.2029 after deducting penalty, previous fee ……. The industry has also deposited NOC regularization fee of Rs. 8400/- vide UTR/Ref no. POD028291622 dated 15.07.2024. 4) The industry has submitted GST registration certificate dated 17.03.2020, as per which Sh. Rohit Mittal is proprietor of the unit. …… …… 5) The manufacturing processes of the industry are as under: - Raw material (Sugar) –> filter (2 no. filter press)–> reaction vessels (2 no.) –> evaporation (2 no. evaporators) –> holding (6 no. holding vessels)–> Product (sugar syrup) Raw material (Bee wax) –> melting -> Pouring in shape of cakes -> Product. …. ……… To check the compliance, the industry was already been visited by undersigned (AEE) during tour to the area on 19.07.2024 and it was observed as under: - 1. The industry was not in operation due to no demand. 2. The industry has installed 01 no. mixing vessel for mixing of sugar and water to make sugar syrup. The industry has also installed 2 no. filter presses, 2 no. reaction vessels, 2 no. evaporators, 6 no. holding vessels to hold the mixed material. 3. The industry has installed wood fired baby boiler of adequate stack height. 4. The industry has installed Effluent Treatment Plant for treatment of effluent generated from the washing of filter press, washing of various vessels and evaporated water from evaporation vessels. The industry has maintained record of operation of ETP. 5. The industry has developed plantation within premises in an area of about 1.5 kanal for discharge of treated trade effluent, which is adequate. 6. The industry has installed septic tank for treatment of domestic effluent generated from washroom section and has made provision to discharge the same onto land for plantation…………………. As per CLU issued by the Department of Town & Country Planning, the site falls under industrial zone hence is suitable for establishment / operation of such type of units. The industry is complying with the provisions of the Water Act, 1974 and the Air Act, 1981……. It is therefore recommended that consent to operate under the Water Act, 1974 and the Air Act, 1981 may be granted to the industry for a period upto 30.09.2029 for manufacturing of Syrup @ 300 Kgs/day and Bee Wax Sheet @ 600 Kgs/day, subject to the suitable conditions alongwith specific that the industry shall analyse its treated trade effluent sample from the Board’s lab, within one month.
