File Note: It is submitted that earlier the industry was granted consent to operate vide no. CTOW/Renewal/FZR/2019/10310889 & CTOA/Renewal/FZR/2019/10310834 dated 07.07.2019 for operation of rice sheller unit for manufacturing of Raw Rice without dryer @ 2 TPH and sorted rice @ 2 TPH under the Water Act, 1974 & the Air Act, 1981, valid upto 30.06.2024 along with conditions mentioned therein. Now, the industry has applied varied consent to operate under the Water Act, 1974 & the Air Act, 1981 for manufacturing of Raw Rice with dryer @ 2 TPH and sorted rice @ 2 TPH, the details of the case is as under: 1. The industry has submitted copy of CA certificate dated 16.07.2024, showing value of gross fixed assets of Rs. 133.95 lakhs (including vlaue of machinery of Rs. 103.55 lakhs) as on 15.07.2024. The industry has deposited consent fee of Rs. 42840/- vide UTR / Ref. No. N200243157212588 dated 18.07.2024 under Water Act, 1974 and Rs. 42840/- vide UTR / Ref. No. N200243157193194 dated 18.07.2024 under the Air Act, 1981, which is adequate upto 30.06.2029 under both the Acts. Further, the industry has deposited NOC regularization fee of Rs. 2900/- vide UTR / Ref. no. N200243157204181 dated 18.07.2024, which is adequate. 2. The industry has submitted undertaking regarding completion of installation work of cyclone separator as APCD with dryer section. 3. The industry has submitted copy of letter issued by EO, MC, Talwandi Bhai vide no. 01 dated 05.04.2023, relevant part of which is reproduced as under: "ਮੈਸ: ਆਨੰਦ ਰਾਈਸ ਮਿਲਜ਼ ਪਿੰਡ ਹਰਾਜ ਤਹਿ: ਵਾ ਜਿਲਾ ਫਿਰੋਜਪੁਰ ਦੀ ਮਾਲਕੀ ਜ਼ਮੀਨ ਖੇਵਟ ਨੰਬਰ 557 ਦਾ ਕੁੱਲ ਰਕਬਾ 112-7 ਦਾ 220/2247 ਹਿੱਸਾ ਬਕੱਦਰ 11-0 ਵਾਕਿਆ ਰਕਬਾ ਪਿੰਡ ਹਰਾਜ ਤਹਿ: ਵਾ ਜਿਲਾ ਫਿਰੋਜਪੁਰ ਵਿਖੇ ਸਥਿਤ ਹੈ। ਇਹ ਰਕਬਾ ਨਗਰ ਕੋਂਸਲ ਤਲਵੰਡੀ ਭਾਈ ਜਿਲਾ ਫਿਰੋਜਪੁਰ ਦੀ ਹਦੂਦ ਤੋਂ ਬਾਹਰ ਦਾ ਰਕਬਾ ਹੈ।" The industry was visited by the undersigned (AEE) on 25.07.2024 and it was observed as under: 1. The industry was not in operation during visit. The industry has installed 01 no. new dryer in its existing premises. 2. The industry has provided cyclone as APCD with common paddy pre cleaner of 01 no. dryer. All components of the APCD were connected with the dust emitting points and it has provided stack of adequate height along with sampling facility to facilitate emission sampling and seems adequate. 3. The industry has provided cyclone as APCD with shelling section. All components of the APCD were connected with the dust emitting points and it has provided stack of adequate height along with sampling facility to facilitate emission sampling. 4. The industry has provided brick paving at movement area of vehicles, within its premises to prevent the generation of dust emissions. 5. The industry has provided brick wall of adequate length with 10' height around husk discharge / storage area and further wind screen of MS of 5’ height has been provided above the said wall. 6. The industry has provided septic tank for treatment of its domestic effluent. 7. The industry has made plantation along its boundary wall. 8. The site of the industry falls outside MC limit of Talwandi Bhai. As above, the site of the industry is falls outside MC limit of Talwandi Bhai, hence suitable for expansion i.e. installing of 01 no. dryer section. The industry is complying with the provisions of the Water Act, 1974 & the Air Act, 1981 as well as code of practice prescribed for such type of industry. Keeping in view of above, it is recommended that varied consent to operate applied by the industry under the Water Act, 1974 & the Air Act, 1981 may be granted for operation of unit to produce Raw Rice with dryer @ 2 TPH and sorted rice @ 2 TPH for a period upto 30.06.2029 to the industry with suitable conditions along with special conditions that: i. The industry shall not increase its manufacturing capacity without the prior written permission/NOC of the Board. ii. The industry will get its stack emissions samples analyzed from Board's lab within 2 months, positively. iii. The industry shall not add additional land without prior permission of the Board. iv. The industry will discharge only treated domestic effluent onto land for plantation / green belt. The industry will not discharge any trade effluent from the process in any way. v. The industry shall not consume any fuel except rice husk in dryer furnace for burning purposes without the prior written permission of the Board. vi. The industry shall dispose of fuel ash generated from the operation of dryer furnace in an environmentally sound manner and shall also maintain the record, in this regard. vii. The industry shall provide proper and permanent approach to the sample collection facility and the same shall be maintained in proper conditions at all the times. viii. The industry shall ensure that no air pollution problem or public nuisance is created in the area due to discharge of emissions from the industry. ix. The industry shall comply with the code of practice notified by the Govt. of Punjab, Department of Science, Technology & Environment vide order dated 15.10.2013 as follows: i) All the processing sheds be covered and have minimum ventilation as per the recommendations of Director of Factories. ii) The industry should plant thick plantation of spreading crown varieties of evergreen trees all along the boundary wall of the rice sheller/ Saila plant. iii) All dust emitting points should be properly hooded and dust extracted to a common point. At this exhaust point, dust coming here will be passed through a dust control system and air will be emitted through a stack of height 3 meters above roof of the building. iv) The management and handling of rice husk in the rice shelling units/ Saila plants should be done as under: (a) All the rice shelling units/ Saila plants shall provide paved/brick roads/cement concrete roads / metalled roads inside their premises for movement of vehicles, so as to prevent the generation of dust. (b) (i) The industry shall provide proper rice husk storage facilities inside the factory premises and the height of brick wall in front of the discharge point of rice husk area should be at least 10' high or 3.5' higher than the discharge point of the rice husk pipe (whichever is more) and the length of aforesaid brick wall should be at least 35' on each side of the rice husk discharge pipe. (ii) The industry shall provide a layer of wind screen of mild steel or some other similar material of at least 5' height above the brick wall. The wind screen system should have a porosity of ~30% to lower the wind velocities, thus reducing the amount of airborne particulate from storage, handling and loading/unloading areas of rice husk. (iii) The minimum diameter at the outlet of discharge pipe of rice husk be kept as 15'', which can be maintained by extending the existing discharge pipe with the help of a conical shaped pipe of at least 3'length. (iv) Wherever, height of rice husk is 3' or more, the industry shall cover the heap of husk with HDPE warp knitted fabric completely, except the area near the discharge pipe. The HDPE warp knitted fabric be made of 100% virgin high density polymer of at least 70 gm/m2 weight having 40-45 hole/inch2 to prevent wind blowing of stored husk. (c) During transportation of rice husk through vehicles, it shall be covered from all sides with tarpaulin to prevent blowing of husk by winds. Competency: Environmental Engineer.
