RO has reported that the industry was granted Consent to operate under Air (Prevention & Control of Pollution) Act, 1981 vide no. RO/APC/2008/RO/F-116 dated 26/03/2008 up to 31/03/2024 and Under Water (Prevention & Control of Pollution) Act, 1974 vide no. RO/APC/2008/RO/F-80 dated 26/03/2008 up to 31/03/2024 for production of Poultry & Cattle Feed @ 2600 Kgs/day subject to the suitable conditions. Now the industry has applied for renewal of consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for production of Poultry & Cattle Feed @ 2600 Kgs/day. Detail of the case are as under: - 1. The industry has submitted CA certificate dated 29.02.2024, with value of gross fixed assets as Rs. 82.96 Lacs. The industry has deposited Rs. 14660/- (including Rs. 560/- penalty under Water Act, 1974, Rs. 2900/- as NOC regularization fee and Rs. 11200/- as consent fee under Water Act, 1974) dated 15.04.2024, Rs. 12260/- (including Rs. 560/- penalty under Air Act, 1981, Rs. 500/- as application form fee and Rs. 11200/- as consent fee under Air Act, 1981) dated 15.04.2024, Rs. 16800/- vide UTR No. N164243091174746 dated 12.06.2024 as consent fee under Water Act, 1974, Rs. 16800/- vide UTR No. N164243091174509 dated 12.06.2024 as consent fee under Air Act, 1981., which it is adequate upto 31.03.2029 under both Acts. 2. The industry has submitted copy of area classification report issued from the District Town Planner, Amritsar vide letter no. 505 dated 07.06.2024 and as per report the site of the industry falls under industrial land use zone and is permitted as per Master Plan 2010-31 of District Amritsar. 3. The industry has submitted register deed, location plan, boiler certificate, manufacturing process and memorandum of association of the firm. It is pertinent to mention here that Board issued order vide no. CEE(HQ)F.No. 957/2016/59 dated 2/2/2016 regarding to grant of auto renewal consent to establish/consent to operate to the Orange & Green category industries. Now in continuation to above orders Board has issued fresh orders vide no. 329 dated 14/9/2023 regarding to Auto generation of renewal of consent to establish / operate / Authorization of any category of Small-Scale industries / projects / Health Care Facilities (up to 50 beds) and Hazardous Waste generating industries.
RO has recommended that consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted to the industry upto 31.03.2029 with suitable terms and condition.
In view of above, it is recommended that consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted to the industry upto 31.03.2029 with suitable terms along with special conditions as under :-
1.The industry shall analyze its air emission samples from Board's lab within 01-month from the issuance of the consent.
2. The industry shall install process emission devices for grinding and mixing purpose.
