Subject: Application for obtaining renewal consent to operate under the provision of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981-M/s Amrit Cold Storage, Village Bhadal Thuha Tehsil Amloh District Fatehgarh Sahib.
It is intimated that the industry is small scale green category was granted consent to operate under the provision of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 through vide no. RO/FGS/APC/2012/F-373 dated 19/03/2012 valid upto 18/09/2012 and RO/FGS/WPC/2012/F-376 dated 19/03/2012 valid upto 18/09/2012 for store of vegetables, fruits and potatoes @ 1,06,000 Bags storage capacity.
Now, the industry has applied for renewal consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 with requisite documents.
The industry has deposited of Rs. 191100/- through vide no. HS92419149977817 dated 09/07/2024 and Rs. 191100/- through vide no. HS92419149977671 dated 19/07/2024 against the fixed assets of Rs. 359.09 Lakhs as on 31/03/2024 CA certificate dated 19/06/2024 which is valid upto 31/12/2029 after deducting 600% penalty fee under both acts as per order dated 29/10/2018.
To verify the contents, the industry was visited by the AEE of this office on 24/07/2024 During the visit, it was observed as under:
1. The unit was in operation during the visit.
2. The store has installed chilling plant with ammonia and cooling water has been recirculated.
3. There is no generation of trade effluent as whole of the water used for the cooling purposes is being re-circulated.
4. There is only generation of domestic effluent which will be discharged onto land for plantation after passing through septic tank.
5. There is no generation of any air emissions as the industry has not installed any boiler/bhathi/furnace.
6. The industry has provided plantation in the area approx. 100 Sq. mtr and also along the boundary wall plantation has been done.
7. The industry has installed D.G. set of capacity 125 KVA, which is equipped with canopy and stack of adequate height.
The industry has already deposited certificate from DTP memo no. 6361 dated 12/09/2011 regarding change of land use for industrial purpose and the industry was granted consent to operate under the both acts manually so the auto-renewal option in not available for the cold store.
In view of above, if approved it is recommended that renewal consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be renewed upto 31/12/2029 with suitable conditions and special conditions as under:
1. The industry shall bound to shift his site to the permissible industrial zone as per provisions in the Punjab Regional and Town Planning and Development (amended) Act, 2006 in case the site is not designated as industrial zone in the Master Plan, Amloh.
2. The establishment shall not generate any trade effluent from the premises.
3. The establishment shall not change/modernize its manufacturing process and shall not increase its production capacity.
4. The establishment shall ensure that no air pollution problem/public nuisance/odour problem is created in the area due to discharge of emissions from its industrial premises.
5. The establishment shall comply with all the Rules & Regulation issued by the Board for such type of establishment.
6. The establishment shall not install boiler, furnace without prior approval of the Board
7. The establishment shall obtain necessary permission/NOC from the concerned departments.
