File Note: Sir, the industry has deposited Rs. 10,800/- vide UTR. No. N004232274998339 dated 04.01.2023 under Water Act, 1974, Rs. 21,800/- vide UTR. No. N178243112825072 dated 26.06.2024 and RS. 32,400/- vide UTR No. N198243153827341 dated 15.07.2024 under Water Act, 1974, which is adequate upto 30.09.2029. Further, the industry has submitted the reply of the SCN, in its reply has submitted the area classification letter from DTP stating that the site falls in industrial zone. The industry has also submitted detail of installed machinery as well as it has stated that they have added soft flow machines by replacing sealed cabinet machine but our discharge is still within the shares, they have also submitted record of generation of trade effluent during recent months showing that their discharge is still below the shares. But it is pertinent to mention here that CTO to all the member industries of 50 MLD is being granted by the Board on the basis of audit carried out by GNE. Further a complaint of PDA is also pending in the Vigilance Bureau and the Board has also submitted in its reply to the Bureau that the CTOs are being granted to the members units of 50 MLD CETP on the basis of audit carried out by GNE as well as shares obtained. And as per study carried out by Guru Nanak Dev Engineering College (GNE), the estimate generation of effluent from 17 chambers of soft flow machines installed by the industry is 340 KLD considering generation of 20 KLD from 01 chamber and generation from 02 cabinet machines of capacity 120 Kg each is 96 KLD considering generation of 48 KLD from 01 machine. Hence the total generation of effluent shall remain about 436 KLD, which is more than the quantum of shares obtained by the industry i.e. 399 KLD. Hence there is gap of about 37 KLD. In view of above, it is recommended that: 1. Consent to operate under Water (Prevention & Control of Pollution) Act, 1974 may be renewed upto 30.06.2029 with the special conditions that • The industry shall make the necessary arrangements to achieve the effluent standards as per the inlet designed parameters of the CETP. • The industry shall stop discharging its effluent in case due to any reason the CETP is not operational or dedicated conveyance system is overflowing. • The industry shall maintain the record of flow meter installed at outlet leading to CETP. • The industry shall not generate/discharge trade & domestic effluent more than 399 KLD without obtaining prior permission of the Board. 2. Directions be issued u/s 33-A of the Water Act, 1974 to seal newly added 01 soft flow machine (02 chambers) to eliminate the gap of 37 KLD surplus effluent as adjudged on the basis of audit carried out by GNE.
