The industry is a small scale red category dyeing unit and was earlier granted consent to operate under the Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Renewal/LDH3/2022/17432432 dated 11.01.2022 for Washing of Polyester Fabric Cloth @ 4200 Kgs/day, valid upto 30.09.2025…………………………. Now the industry has applied for varied of consent to operate under Air (Prevention & Control of Pollution) Act, 1981 for dyeing of polyester fabric cloth @ 8400 kgs/day with discharge of trade effluent @ 158 KLD and domestic effluent @ 2.0 KLD into CETP 50 MLD………………………….. The industry has deposited consent fee, which is adequate upto 30.09.2030 under both acts as verified by the Regional Office…………………………... Regional Office has reported that the industry has submitted the area classification certificate from the STP, Ludhiana vide no. 3398/STP-(L)/TW/2A dated 21.08.2018 stating that the site is situated in the Industrial Land Use Zone…………………………... The industry has also submitted certificate from Company Secretaries stating that 160 KL shares has been DEMAT…………………………... The industry was visited by the AEE of Regional Office-3, Ludhiana on 16.07.2024 and observed that: 1. The industry was in operation during visit and was engaged in the process of dyeing of polyester fabric. 2. The industry has installed one boiler of capacity 5 TPH with twin cyclone separator as APCD and having common stack of adequate height. Industry is using rice husk as fuel. Now the industry has made arrangement to discharge blow down of boiler into sewer network of CETP. During visit stack of the boiler was almost clear as the industry was not emitting any black/ dense emissions from its boiler. 6. The industry has installed one DG sets of capacity 125 KVA with canopy and adequate height. 7. The industry is complying with the provisions of the Air (Prevention & Control of Pollution) Act, 1981…………………………... Further, it is pertinent to mention here that it was decided as under in the e-noting no. 19582356 (copy attached herewith): ………………………………… “It shall be ensured that no further CTE/CTO for any new/expansion of dyeing units shall be given without the permission from Head office.” ………………………………… Thus, the competency to decide the case falls with Worthy Chairman of the Board. ……………………………… In view of above, it is recommended that varied Consent to operate under Air (Prevention & Control of Pollution) Act, 1981 may be granted to the industry for dyeing of polyester fabric cloth @ 8400 kgs/day with for operation of one boiler of capacity 5 TPH & one DG sets of capacity 125 KVA upto 30.06.2029 with usual conditions and special condition that the industry shall get its air emission samples analysed from Board's lab, within one month, please.
