It is submitted that the RMC plant is established without obtaining NOC from the Board. Now, the project proponent has applied for Consent to Operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for operation of RMC plant under green category along with the documents and fees.
The industry has submitted Tender letter of acceptance from Northern Railway vide dated 17/08/2022 as proof of date of commissioning, certificate of Incorporation, CA Certificate of RMC plant, Site plan & location plan. The documents submitted by the industry may kindly be perused.
The industry has submitted Rs 8400/- vide R. No. 621878015 dated 26/06/2024 and Rs 8900/- vide R.No. 37157770 dated 26/06/2024 which are adequate upto 31/07/2025 including penalty fees.
The site of the RMC plant was visited by the undersigned on 24/07/2024 and it was observed that the RMC Plant was not in operation during visit. The domestic effluent generated from bathroom section is discharged into sewer. The project proponent informed that they are sprinkling water regularly on movement area to contain the dust particles.
In view of above, if approved, Consent to Operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted to the RMC plant upto 30/06/2025 subject to suitable conditions, please.
